This research consists of a formative evaluation designed to identify the steps necessary to revitalize a formerly successful Total Quality Management (TQM) process at a U.S. Navy engineering and logistics support organization. The research also developed a methodology to account for the fact that the investigator is a well-informed insider who served as one of the principle change agents for the TQM implementation.

The research is based on the researcher's observation that the major cause for the waning implementation was due to senior management and leadership issues and the organization-wide processes with which they interface. The investigation consisted of an …

This study looked at factors affecting the success or failure of continuous improvement initiatives in Department of Defense (DOD) activities to determine whether these activities were continuously improving and to identify factors effecting their efforts. Initially a list of relevant factors was compiled from the criteria for various quality awards and from factors cited in the literature. This list was synthesized into seven factors mentioned most often as critical to quality management and continuous improvement. Organizational Culture: How Changes Impact Attitudes Toward Job Satisfaction, R. M. Browder

The purpose of the study was to examine how a shift in elements of organizational culture impacted attitudes toward job satisfaction in a medium-sized, consumer-owned electric utility over a period of 13 years. The unit of analysis was a municipal utility distributing electrical energy to approximately 27,000 customers. Data collection included the Science Research Associate Employee Inventory, a review of the organization's documents, and a subjective Job Satisfaction Questionnaire. A one-tailed z-test was performed to test whether or not the proportion of employees answering favorable in one survey was greater than the proportion answering favorable in the other survey. It …

Interpreting And Responding To Strategic Issues: The Impact Of National Culture, Susan C. Schneider, Arnoud De Meyer

Perceptions of environmental uncertainty and organizational control influence strategic behavior. As national culture influences these perceptions we expect to find cultural differences in interpretation and response to strategic issues. Given a case describing an issue concerning deregulation of the U.S. banking industry, managers completed questionnaires rating interpretations and responses to that issue. National culture was found to influence interpretation and responses. In particular, Latin European managers when compared with other managers were more likely to interpret the issue as a crisis and as a threat. Latin Europeans were also more likely to recommend proactive behavior. This study indicates that different …

U.S. firms face a major global competitiveness challenge. Although the problems relate, in part, to differences in the economic structure, history and cultural differences between the U.S. and foreign rivals, these factors may not explain as much of the variance in competitiveness as they did in the past. Competitiveness problems are also linked to a number of strategic factors under the control of managers. Among them are the absorption of managerial energy in mergers and acquisitions, increasing levels of debt, increasing firm size, greater firm diversification, lack of investment in human capital and inappropriate corporate culture.

The Allen-Bradley (A-B) Twinsburg plant assembles printed circuit boards (PCB's) for four geographically remote engineering departments. Each engineering department uses different CAD (Computer-Aided Design) and CAE (Computer-Aided Engineering) systems to meet application-specific design requirements. The journey to CIM began at the same time as A-B's decision to implement surface-mount technology (SMT) to increase product function while maintaining product size. CIM allowed Allen-Bradley to leverage its investment in SMT by integrating the assembly cell with the design databases of the four operating divisions.

Drastic regulatory and environmental changes have forced thrifts and banks to concentrate on increasing efficiency and core profitability from the retail branch network. Once considered to be highly bureaucratic, financial institutions are trimming back off ice review and focusing on a more decentralized leaner operation. Recent trends in the activities of a sample of European manufacturers are analysed in this paper. The data have been collected through annual surveys in the last five years, and in particular, the results of the 1987 survey (222 responses received in the first trimester of 1987) have been analysed in more depth. In recent years, pay-for-knowledge compensation systems have received serious attention from practitioners and organizational researchers. Some have hypothesized that the specific mechanics of pay-for-knowledge systems are critical to success while others have suggested that contextual factors determine whether or not these systems will be successful. Blau's Theory Of Structural Differentiation Revisited: A Theory Of Structural Change Or Scale?, John B. Cullen, Kenneth S. Anderson, Douglas D. Blaker

The major objective of this study was to determine if Blau's (1970) theory of structural differentiation better captures differences in scale between organizations or structural changes within organizations. Data gathered on 134 Ph.D.-granting universities over nine years permitted us to compare results of within-organizations tests of Blau's theory those from both cross-sectional and longitudinal between-organization tests. The findings suggest that the theory's power lies in explaining structural differences between organizations rather than in explaining structural change.

The purpose of this study was to investigate the perceptions of managers as to the effect of computers on management functions.

Manager perceptions were determined by using a ratio scale of value ranging between 0 and 100. Findings are based on questionnaire responses of 121 top, middle, and lower managers in 120 firms in the United States.
