The scope of Industrial Engineering has expanded from measurement of and design of manual work in industrial settings to man-machine interactions and on to man-man interactions in processes which are both within and external to industrial sectors. This paper discusses the methods used in evaluation of outputs of highly professional services offered in disparate agencies, both public and pri­vate, serving health, education, and/or welfare needs of clients in the Cleveland, Ohio area as well as uses of such evaluations in program evaluation and resource allocation. The creation or adaptation of planning tools will in all probability be an integral feature of the future development of social planning practice. One tool that offers a great deal of potential utility if it can be adapted to the constraints of the social planning milieu is matrix analysis utilizing input-output matrices. The development and implementation of a measurement model for a system of social service agenci.es is discussed. The system, the Jewish Community Federation of Cleveland, is a voluntary association of a full range of human service agencies. Design and workings of the project team, analysis and structuring of the organizational system, and overall goals of the research are first presented. The measurement model itself is then delineated. Essentially, the model is a device for assembling and synthesizing information on system throughput, priorities, and indicators of "quality" of service. An on-going research project being performed at the Jewish Community Federation of Cleveland is described. Background of the project is given. The basis and components of a proposed output measurement mechanism are discussed briefly so that the details of implementing that measurement model may be considered in perspective. Three aspects of the implementation process are examined: the generation of service-client package values, the development of quality criteria weights and utility curves, and the collection of the requisite objective data. In 1967, the U.S. Labor Department and Office of Economic Opportunity and other federal agencies undertook an experiment in regional manpower planning labeled the Cooperative Area Manpower Planning System, or CAMPS. This paper, written during my graduate program in public administration, 1969-1970 reflects my experience as a rural community action program director and an ex-officio participant in the CAMPS planning process of a rural region in southern Minnesota during 1967-1968.

A Study Of The Reasons For The Salary Differential Between Professional Staff Members At The University Of Utah And Utah State University, Terrance R. Volb

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

Salary differentials by rank were studied at the University of Utah and Utah State University on a departmental basis.

Multiple regression equations were developed from criteria at Utah State University which were used to predict individual salaries for professional staff members at the University of Utah. Thirteen of the fourteen multiple regression equations developed showed statistical significance at the .05 level and twelve departments were significant at the .01 level.

Salary comparisons by rank were considerably reduced as a result of the department by department analysis.
