Second‐Order Devolution Or Local Activism?: Local Air Agencies Revisited, Luke Fowler, Bryant Jones

In response to calls from previous scholarship for further bottom-up examination of local government roles in environmental policy, the authors revisit local air agencies to examine two separate phenomena occurring in environmental federalism: one from the top-down (second- order devolution) and one from the bottom-up (local activism). Using survey data from local air agencies on devolved authorities to set air quality standards and to enforce federal and/or state standards, the authors identify three different types of local agencies: state administrative sub- units (only enforcement authority), fully devolved agencies (authority to both set and enforce standards), and activist agencies (neither authority). …

The twenty-five Ladies’ Tomb was the collective burial site of female workers who were drowned during a ferry accident on their way to work at export processing zones in Kaohsiung, Taiwan, in 1973. This essay focuses on the renovation of the tomb in the 2000s, and examines the politics of the feminist movement and the politics of memory as they are expressed through the different meanings bestowed on the deceased women. In order to improve undergraduate students’ mastery of urban theory, we developed an active‐learning module that allows participants to compete with one another in a board game of strategic planning and coalition formation called “AudaCity.” Utilizing a games‐based learning design, the game places players in the roles of adversarial property developers, political actors, and zoning committees all seeking to build and raise rent from developments within a spatially constrained urban grid. There has been a remarkable rise in the number of urban arts festivals in recent decades. The outcomes of cities' engagement with arts festivals, however, remain little understood, particularly in social and cultural terms. This article reviews existing literature on urban festivals and argues that city authorities tend to disregard the social value of festivals and to construe them simply as vehicles of economic generation or as 'quick fix' solutions to city image problems. This paper focuses on cultural reproduction in arts festival settings. It begins by conceptualizing festival settings as places whose characters derive from a combination of both internally derived traits and a diverse series of interactions with other places. Drawing on case study research conducted in an arts festival setting in Galway in the Republic of Ireland, the discussion identifies how elements indigenous to the place connect and engage with external forces. The study found the process of interacting with other places to be complex, involving much negotiation and adaptation as locales became contexts for re-working an array of often conflicting …

It is difficult, probably impossible, to compare objectively the seriousness of racial problems and tensions in Boston with those in other cities. However, there can be little doubt that there is a widespread perception that relationships between blacks and whites in Boston constitute a serious problem. Specifically, one image is that Boston is a community in which blacks are not welcome and in which they are treated with unusual hostility and abuse. Another image is that whites in Boston are unfairly maligned as racists and bigots.
