This project will help demonstrate how sustainable ("green") streets contribute to the well-being of a community, including the physical and mental health of older and younger adults, along with the environment and economy. The project will collect data in Portland, OR neighborhoods to answer the following research questions: Are residents living near sustainable streets more physically active in their neighborhood? Do residents living near sustainable streets interact with neighbors more and demonstrate higher levels of neighborhood social capital? What are residents’ opinions of sustainable streets? The expansions of the transportation and roadway have made many cities in the United States having the interstates or highways cut through the city center. Springfield’s North End is one of them. The Interstate highway I-91 from Chicopee to South Spring has separated three North End neighborhoods into two sides; Liberty Height, Memorial Square, and Brightwood. This studio report explores community service learning in the graduate urban design studio taught in the in Department of Landscape Architecture and Regional Planning at the University of Massachusetts Amherst and instructed by Professor Frank Sleegers.

The project will began with a visioning workshop, conducted to engage community members in the shaping of project goals and objectives within the project area of downtown Springfield. These findings were brought to the studio and guided the design process and outcomes.

This report documents the work of the Senior Urban Design Studio in Springfield’s Upper Lyman District in downtown Springfield. It is part of the Metro Center neighborhood and adjacent to the Union Station that will be revitalized in 2016. The district is challenged by high vacancies and general abandonment. Housing opportunities and market-rate housing in particular are very low. The primary goal of the project was to develop a staged vision to revitalize and rediscover the Upper Lyman Warehouse District and to improve livability in the heart of downtown Springfield for employers, employees, residents, and visitors. This normative analysis builds upon Ulrich Beck's world risk society theory to argue that the United States is making a shift of revolutionary proportions from an administrative state to a consumptive state. Public administration theory is assessed for its ability to address a consumptive state's unprecedented dynamics, e.g., accelerating technoscientific development and mega-hazards such as global warming. Qualitative evidence suggests that the field's adaptability has been limited by a continued, if generally unacknowledged, embrace of obsolete normative commitments such as to a politics-technoscience dichotomy, contempocentrism, and overconsumption. Integrated stormwater management using green infrastructure shows promise in saving money and mitigating environmental impacts caused by urban development. Equally important are the potential community benefits, including better understanding of ecological systems, increased access to urban green spaces, safer and healthier neighborhoods, and informed residents that are equipped to take action to improve watershed health. As a partnership between the City of Portland Environmental Services, Portland State University, and residents of the Tabor to the River (T2R) neighborhood, we conducted a survey to understand the role of civic ecology in green infrastructure projects.
