A Gis Analysis To Identify Historical, Contemporary, And Spatial Housing Discrimination In Denver, Colorado, Ian Sharkey

Geography and the Environment: Graduate Student Capstones

This study analyzes the relationship between housing discrimination and equity within the City of Denver. This study creates a discrimination index by combining (1) historical Discrimination, (2) contemporary segregation, and (3) housing inequity data into an index to compare the Denver Department of Health and the Environment (DDPHE) 2020 equity index using a local bivariate analysis. This study found a negative linear relationship between the created and Denver equity indexes. The variables used for the discrimination index can explain some of the relationships, but future studies should use more variables for a discrimination index.

This thesis examines the role played by city-level governments in determining the availability of housing within their locale. I propose an overarching hypothesis that features of government which provide greater opportunity for the public to influence their local governments will lead to a decreased availability of housing. This hypothesis is tested over the course of two chapters. First, through an analysis of cities throughout California, the effect of different structural features of government are tested against several dependent variables which measure housing availability in a series of linear regressions. Since the presidency of Enrique Peña Nieto, affordable housing developments in Mexico have been produced in a massive, unsustainable scale. The speed at which these developments are produced equates to the carelessness that goes into their planning. At large, the developments’ monotonous design is aesthetically dehumanizing and fails to promote a sense of community. These developments lack basic infrastructure, and their residents have abandoned them, which has incentivized increased criminal activity.

Individuals who come into contact with the criminal justice system are more likely to experience housing instability and homelessness, which, in turn, increases the likelihood of subsequent criminal justice involvement. Due to a lack of federal funding, as well as disjointed and inconsistent policies regarding eligibility criteria, people with criminal records are unlikely to receive federal rental assistance. While the exclusion of people with criminal histories is presented as necessary to protect communities and residents from crime, improving access to stable housing may reduce recidivism, incarceration rates, and correctional costs and increase public safety. The purpose of this thesis is to describe and analyze the South Carolinian eviction crisis from the perspective of radical geography. South Carolina was chosen for the severity of its crisis and the lack of research at a sub-state level. Court records of eviction filings from 2019 were geocoded and tested for spatial clustering, which was clearly visible. Plaintiff names were used to identify the most frequent filers and distinguish landlords by type. At the census tract level, eviction filing counts were compared with neighborhood characteristics using negative binomial regression, and most were found to be significant in South Carolina. …

Already burdened with more sickness and death during the pandemic than other New Yorkers, low-income tenants and tenants of color are particularly vulnerable to additional harassment by landlords who seek to take advantage of the city's health and financial crisis to force them out. Brooklyn residents Delene Ahye, Dexter Lendor and Sonny Singh tell stories of their landlord, landlord agents and building manager’s harassment, which began during the pandemic’s most dangerous spikes in New York City. These forms of harassment included intimidation, abusive construction, constant buyout offers and biometrics and surveillance technology.

Role Of Municipal Governance In Stabilizing Mature Inner Suburbs: A Study Of Five St. Louis Municipalities 1970-2015, Napoleon Williams Iii

This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

I outline five mature St. Louis inner suburbs’ evolution in municipal-level conditions from 1970 to 2015, and I detail the role each suburbs’ municipal governance played in the evolution of municipal-level conditions. I conclude, …

Scholars have identified the abuse of state resources as one of the primary indicators of whether a country will democratize. Clientelist networks are critical to how incumbents exploit state assets to remain in power. When the informal relationships of clientelist parties undermine the formal institutions of the state, the regime is no longer democratic, even where competitive elections take place. Alternately, if a ruling party in such hybrid regimes loses its monopoly on state power, it creates an opening for other parties and social groups to push for democratization. LGBTQ youth are at a much higher risk for experiencing homelessness, victimization, abuse, and disconnection from social and medical services than their non-LGBTQ peers. This research paper uses a mixed-methods approach to identify the specific needs of unaccompanied LGBTQ youth in Worcester, Massachusetts, and how the youth service sector can better meet the needs of this population. Analysis of data from unaccompanied LGBTQ youth and the providers who serve them revealed a disconnect between service providers, and a lack of resources that accommodate the intersections of homelessness and LGBTQ identities. This thesis examines the struggles of squatters and slum dwellers for housing prior to the 1973 coup in Santiago de Chile, Valparaíso, and surrounding areas, with a focus on the Frei era of the late 1960s. The work argues that severe urban overcrowding generated advocacy for housing during the rise of progressive and leftist politics in Chile. As stigmatized persons, registered sex offenders betoken instability in communities. Depressed home sale values are associated with the presence of registered sex offenders even though the public is largely unaware of the presence of registered sex offenders. Using a spatial multilevel approach, the current study examines the role registered sex offenders influence sale values of homes sold in 2015 for three U.S. counties (rural, suburban, and urban) located in Illinois and Kentucky within the social disorganization framework. The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. This study examined the impacts of neighborhood and housing type on housing stability for formerly homeless individuals participating in Housing First projects in Louisville, Kentucky, and Cincinnati, Ohio. Both projects operate similarly except that the Louisville project has only scattered-site housing while the Cincinnati project has both project-based and scattered-site housing. The first chapter presents five key research questions that frame the study. Chapter 2 reviews literature on homelessness and policies to address this urban problem with a specific emphasis on Housing First. In 2008 the Federal government enacted a Neighborhood Stabilization Program (NSP) to address the neighborhood effects of the late-2000s foreclosure crisis. Congress subsequently funded a second and third NSP. This research employs mixed methods to examine the effectiveness of the first round of the NSP in three Florida jurisdictions. The results are analyzed within the larger context of substantive housing theory and federal housing policy. The success of the program is evaluated using a mixed-scanning procedural planning theoretical framework.

Housing Choice Voucher Program is the single largest housing subsidy program in the USA with the goal of poverty deconcentration and race desegregation. This study aims to identify the presence and locations of voucher holders' spatial concentration, and to investigate the factors associated with the location outcomes of voucher recipients in Cleveland from 2005 to 2009. Analyzing voucher recipients' information from Cuyahoga Metropolitan Housing Authority, this dissertation found meaningful results for the voucher program performances. The purpose of this study is to provide a detailed examination and analysis of neighborhood satisfaction determinants among residents living within defended and defensible gated communities in the United States. The study considers whether there are significant differences in the determinants at national or regional levels and whether there are significant differences within the components of individual household characteristics, neighborhood quality characteristics, or both.

Community development corporations (CDCs) have become important vehicles for revitalizing urban neighborhoods. These small, multi-disciplinary groups must adapt quickly to changing conditions in the industry. The author interviewed CDC directors and other industry experts from Richmond, Virginia and Atlanta, Georgia to identify and compare contemporary challenges, opportunities and adaptations among community developers. The cost and availability of land, inadequate funding and organizational capacity were significant barriers in both cities. In Richmond, increasing competition, NIMBY and staff retention were other barriers. In Atlanta, securing community buy-in, the permitting process, and the growing need for affordable housing were other barriers. Increasing public …
