In this article, we survey a growing body of literature within geography and other intersecting fields that trains attention on what inclusive smart cities are, or what they could be. In doing so, we build on debates around smart citizens, smart public participation, and grassroots and bottom-up smart cities that are concerned with making smart cities more inclusive. The growing critical scholarship on such dis- courses, however, alerts us to the knowledge politics that are involved in, and the urban inequalities that are deeply rooted within, the urban. Using Multi-Sensory And Multi-Dimensional Immersive Virtual Reality In Participatory Planning, Mahbubur Meenar, Jennifer L. Kitson

In the last two decades, urban planners have embraced digital technologies to complement traditional public participation processes; research on the impact of smarter digital instruments, such as immersive virtual reality (IVR), however, is scant. We recruited 40 focus group participants to explore various formats of spatial planning scenario simulations in Glassboro, NJ, USA. Our study finds that the level of participation, memory recalls of scenarios, and emotional responses to design proposals are higher with multi-sensory and multi-dimensional IVR simulations than with standard presentations such as 2D videos of 3D model simulations, coupled with verbal presentations. As transit agencies modernize their fare payment systems, opportunities to pay with cash are reduced. This speeds boarding and lowers the cost of operations while also creating new sources of ridership data. Arguably, service is improved for riders as well as payment systems could work across modes, creating a more seamless and simplified experience. Still, about 15% of adults in the United States are without a bank account or credit card account and many rely on restrictive cell-phone data plans or don’t have access to a smartphone. This paper argues that the divergent logics of “smartness” and “sustainability” can lead to parallel regimes of sustainability. Whilst sustainability is often used to justify the need for smart cities, smart cities are often undermined by the neoliberal logics of digital governance. Moreover, because the intersection of digital technologies and society is a negotiated one, smart solutions often fail to provide adequate solutions to social problems. As local governments increasingly turn to data-driven solutions to help address some of their most acute challenges, from entrenched poverty to affordable housing, they often call on community-engaged researchers as collaborators, analysts and experts. While critical scholarship has highlighted the problematic logics underpinning this turn to data and digital technologies as the solution for urban issues, university-community partnerships offer a unique opportunity to further explore not only how these discourses materialize, but also how they are being actively negotiated and re-imagined in spaces of local government.
