When you’re convicted of a crime, your punishment doesn’t end with prison. Your life is harder until you die. New Yorkers with criminal histories can get these Certificates that make life a little less hard. They’re a kind of a diploma of rehabilitation. The standards for getting them aren’t that high. Most people who’ve been convicted of a crime are eligible, in theory. But hardly anybody gets them. This article is about the ignorance and legal contradictions that have made them so obscure.

This study examines ten major storms that have affected Louisiana in the last fifty years, beginning with Hurricane Betsy in 1965. The goal is to determine if the nine coastal parishes are prepared adequately for another major hurricane impact. It examines storms that have affected the state physically, in terms of property and ecological damages. It also considers storms that provided non-physical influences, by way of mitigation policy changes and social, economical, ecological, and political policy alterations. The Federal Transit Administration's (FTA) discretionary New Starts program is the federal government's largest discretionary funding program. From heavy to light rail, from commuter rail to bus rapid transit systems, the FTA's New Starts program has helped to make possible hundreds of new or extended transit fixed guideway systems across the country, including most of TriMet’s light rail extensions and WES commuter rail. Beginning in 2001, FTA has required project sponsors to prepare a Before and After Study report on the effectiveness of planning and implementation of New Starts and Small Starts projects. In April 2011, the City of Beaverton adopted its Civic Plan Central City Strategy (“the Civic Plan”). The Civic Plan provided a new understanding of the Central City. One of the Civic Plan’s most important strategic goals was the transformation of the Creekside District (an underutilized 50-acre site situated at the heart of the Central City) into a vibrant, sustainable, mixed-use community. The Creekside District master planning effort (that was supported by a HUD Community Challenge Grant) has built on the Civic Plan, Beaverton’s Community Vision (2010), the Beaverton Urban Renewal Plan (2011), and Metro’s 2040 Growth Concept.

This study examined the drivers' perception of the SAHER (means "watchful" in Arabic) system in Jeddah, Saudi Arabia. The purpose of this study was to analyze the perception of the SAHER system on impacting the overall traffic conditions in Jeddah, Saudi Arabia including its effectiveness and flaws. A survey was conducted and distributed to 70 drivers and residents of Jeddah. Drivers were divided into two groups based on their age. Five hypotheses were tested in this study. Purpose: Different travel behavior, particularly the choice of commuting modes, will have different impacts on students. On one hand, it has been suggested that active commuting (walking, cycling, and taking transit) will add routine daily exercise. Moreover, health benefits (improved cognitive function and reduced anxiety) from physical activity might increase students' academic performance. Nevertheless, too much physical activity may reduce the time for students to study. The objective of this research is to understand how the analysis of design elements can foster design recommendations for the transformation of the pedestrian environment around the Tamien Station area. Summary: The most recent edition of the Highway Capacity Manual (HCM) contains analysis procedures for measuring the level-of-service (LOS), also referred to as quality of service, provided by an urban roadway to bicyclists. The method uses different design and operating features of the roadway segment (e.g. width, motor vehicle volumes and speeds) to assess an LOS grade of A (best) to F (worst). These procedures are used by planners and engineers to recommend how existing streets could be retrofitted or new streets designed to better serve people on bicycles (and other modes). Accessory Dwelling Units (ADUs) are booming in Portland, Oregon. ADUs are small separate living units on single family lots that are often called granny flats or mother-in-law units. Over the last few years, fee waivers from the City of Portland have increased ADU development from 30 units per year to over 200 units. These discreet forms of density can offer a variety of environmental, social, and economic benefits to ADU owners and their communities. Community development corporations purchase distressed housing to rehabilitate for renter or owner-occupancy. These mission-driven organizations, skilled in the business of housing development, often lack analytic expertise to determine which acquisitions to pursue that would maximize social impact. This paper presents results, using actual purchase data from a Boston-area CDC, to assess the potential social benefits associated with using a decision model as compared to conventional practices.

As part of the initial phase of development for the Idaho Statewide Travel Demand Model, Parsons Brinckerhoff developed a base year auto and truck trip matrix using AirSage cell phone OD data, a statewide network in Cube, traffic counts, and origin-destination matrix estimation (ODME) procedures. The foreclosure crisis in the U.S. has resulted in immense economic and social losses for individuals and neighborhoods. Some neighborhoods face long-term declines in population and economic activity that have been compounded by the foreclosure crisis. How can government and non-profit organizations design responses to neighborhood distress that reflect distinctive community characteristics and are consistent with long-term policy and planning goals? Scholars and practitioners continuously seek best practices to increase transit ridership, efficiency, and modal share. The ongoing suburbanization and decentralization of U.S. metropolitan regions brings new challenges for accomplishing these goals. Access to a comprehensive historical archive of real-time, multi-modal multi-agency transportation system data has provided a unique opportunity to demonstrate how “big data” can be used for policy analysis, and to offer new insights for planning scholarship and practice. We illustrate with a case study of a new rail transit line. We use transit, freeway, and arterial data of high spatial and temporal resolution to examine transportation system performance impacts of the Exposition (Expo) light rail line (Phase 1) in Los Angeles. Studies on homelessness have shown that people who are homeless are admitted to hospital more frequently, for longer periods of time, and at a younger age than people who are housed. Once admitted to hospital, discharge planning is difficult and resource intensive, often leading to discharge back to the streets or a shelter. This puts this population at risk for complications and readmission. This study aims to measure the effect of bank credit financing to value-added of manufacturing industry in Indonesia. This study uses the data of manufacturing industry sub-sector level. The data used are sub-sector credit, value added, labor, fixed capital, the minimum wage, the exchange rate, and the Gross Domestic Produc. This study period is 2002 – 2012 and using a Two-Stage Least Square with Fixed Effect as a estimation methode. Finally, the results showed that the significant effect of bank credit financing to encourage value-added manufacturing industry in Indonesia.

Using public transit means giving up a certain amount of control over one’s schedule and taking on a great deal of uncertainty when it comes to personal hygiene.
