Utah has become an unlikely leader in regional planning through a voluntary partnership of key leaders, agencies, local government, and the general public. Given that regional planning efforts around the nation have generally evoked strong reactions from residents concerned about losing local control, the success of Envision Utah—the organization that emerged as a key driver of regional planning in Utah—in building a consensus around regional growth management holds lessons for other regions.

The City of Bradenton is a patchwork city, whose neighborhoods vary greatly in quality. While its neighborhoods differ in type based on consumer preference, they vary in quality because of federal, state, and local planning and urban policy. These policies have resulted in inequality of place and race, clustering racial minorities in center city neighborhoods with deteriorated infrastructure and income inequality. The Main Street Four Point Approach to commercial revitalization has been applied successfully in thousands of communities across the U.S. Starting in 1995, citywide coordinated programs began applying the balanced points of organization, design, economic restructuring and promotion to urban environments. This thesis focuses on the opportunities and challenges present in five citywide Main Street programs in Boston, Baltimore, Washington D.C., Orlando and Portland through quantitative inquiry and interviews with program administrators.
