Utah has become an unlikely leader in regional planning through a voluntary partnership of key leaders, agencies, local government, and the general public. Given that regional planning efforts around the nation have generally evoked strong reactions from residents concerned about losing local control, the success of Envision Utah—the organization that emerged as a key driver of regional planning in Utah—in building a consensus around regional growth management holds lessons for other regions.

The services provided to entrepreneurs through funding and mentoring between 2004 and 2008 by the Civic Innovation Lab resulted in the following economic impacts for 2008: output impact of $9.4 million; employment impact of 128 jobs; income (household earnings) impact of $4.1 million; and a tax impact of 1.2 million ($454,000 in state and local and $734,000 in federal).

This practice guide was developed by the Environmental Finance Center Network (EFCN) through the Capacity Building for Sustainable Communities program funded by the US Department of Housing and Urban Development and the US Environmental Protection Agency. Through a cooperative agreement with HUD, EFCN is providing capacity building and technical assistance to recipients of grants from the federal Partnership for Sustainable Communities, an interagency collaboration that aims to help towns, cities, and regions develop in more economically, environmentally, and socially sustainable ways.

This paper proposes a theory of city size distribution via a hierarchy approach rather than the popular random growth process. It does so by formalizing central place theory using an equilibrium entry model and specifying the conditions under which city size distribution follows a power law. Central place theory describes the way in which a hierarchical city system with different layers of cities serving differently sized market areas is formed from a uniformly populated space. The primary goal of this report is to provide interested members of the public and policymakers with a general overview and a description of the types of principles, planning tools, and policy instruments that can be used to strengthen and improve marine governance in New Zealand. As extractive uses (hydrocarbons and minerals, in particular) ramp up and others are explored and brought on line in the marine areas of New Zealand, the need will increase for a more integrative, ecosystem-based approach to marine governance.

Sustainable Communities Capacity Building
Green infrastructure is an approach for managing stormwater that uses vegetation and soils to capture and treat rainwater where it falls. Unlike single-purpose gray infrastructure, green infrastructure realizes multiple benefits at once, including flood mitigation, improved water and air quality, community beautification, provision of recreational opportunities, and energy and cost savings. This resource directory is intended to help communities design, implement, fund, and monitor green infrastructure practices and programs. For an urban area to be sustainable, its resources cannot be depleted faster than they can replenish. If an urban area is to provide a high quality of life (QOL), it must offer and maintain an amenity package that satisfies its resident's preferences. Past studies on these topics all have a common thread: sustainability and QOL both pertain to people's relationship to capital. Capital is something that can accumulate and add value to a person or society. The Roc And The Hard Place: The Empirical Effects Of Economic Development Projects On Property Value, And The Reurbanization Of Rochester, Ny, Henry R. Fitts

Using quantitative analysis techniques in GIS and SPSS this piece analyzes property assessment data from Rochester, NY dating back to 1990. These values are compared to the City's economic development project sites, and cluster and regression analyses were conducted to measure the effect of proximity. The evaluations held mixed results, and further study is required to prove that proximity to a project site has a positive influence on property values. Nonetheless, the study shows some evidence to support this hypothesis and notes important geographical phenomena.

Outmigration of rural youth from the hill districts of Uttarakhand has happened since time immemorial. However, within the past decade it has appeared as a frontline issue. This is evidenced by the massive increase in government and NGO rural livelihood development schemes directly and indirectly targeting outmigration throughout the state. This study investigates migration from the mostly rural districts of Uttarakhand to the urban centers of the plains, namely Dehradun and Delhi. The purpose of this project was to identify agricultural land use options and opportunities within the Serpentine–Jarrahdale and Murray Shires, with particular focus on the Palusplain wetland section. The report will contribute to the Department of Planning’s natural resource management plan for the region and guide development of regional and local planning strategies. Historically, the Palusplain was a slowly moving, interconnected, seasonal wetland system with areas of higher ground. Extensive clearing and drainage occurred in the late 1800s through to the mid-1900s to facilitate agriculture; however, agriculture has been found to be a major contributor of nutrients to the system. …

Evaluating Gross Vs. Net Migration Rates In A County-Level Component Model Of Population Change, Henry C. Renski, Susan Strate

This paper evaluates the accuracy of county-level population estimates and forecasts under three different methods for estimating the domestic migration in a components-of-change framework. The first is a net-migration approach similar to that used by the U.S. Census Bureau and by many state data centers. While common, the net migration assumption has been widely criticized for not accurately reflecting the population ‘at risk’ of migrating into a county. The other two methods follow a gross migration approach whereby in- and out-migration are added separately into the population change equation. The simple gross migration approach estimates domestic in-migration to each county …

Assessments of the relationship among law, innovation, and economic growth often begin with one or more propositions of law or law practice and predict how changes might affect innovation or business practice. This approach is problematic when applied to questions of regional economic development, because historic and contemporary local conditions vary considerably. This paper takes a different tack. It takes a snapshot of one recovering post-industrial economy, in Pittsburgh, Pennsylvania, USA. The Federal Transit Administration (FTA) is a branch of the U.S. Department of Transportation that administers federal funds and provides technical assistance for the support of locally operated public transit systems. MARTA / Atlanta metro area are part of FTA Region IV (the Southeast). FTA would be involved, for instance, in financing the federal grant monies discussed above. But actual regulation of operations (i.e., what MARTA does each day, or what MARTA will plan to do regionally) is more closely regulated by Georgia agencies.
Until recently, the Atlanta metropolitan area had no powerful central agency to coordinate regional transit. The …

It is always a bit unnerving to read someone else’s love letters, but even more so, when you have the same object of desire. Edward Glaeser’s TRIUMPH OF THE CITY is a love letter to cities and to New York City in particular. Glaeser provides a theoertical framework of the city, arguing that “Cities are the absence of physical space between people and companies. They are proximity, density, closeness.”
