The provision of local government services within the urbanizing area of northwest Clackamas County has posed a difficult challenge for a number of years. This report examines the financial aspects of providing urban services to a study area with the following boundaries: the Clackamas County/Multnomah County line to the north, Interstate 205 to the east, highway 224 to the south, and the City of Milwaukie to the west.

This report has four primary objectives. First, survey industrial activity in the city of Cleveland using employment and payroll data for the period from 1993 to 2000; report on key findings related to industry sectors and industries at the two-digit standard industrial classification (SIC) code level; and compare the city of Cleveland to suburban Cuyahoga County and the remainder of the Cleveland primary metropolitan statistical area (PMSA). Second, identify those industries in Cleveland that reported substantial employment levels, average annual wages, employment growth, and wage growth during the study period (high performing industries). This report is intended to enhance the understanding of the role that urban colleges and universities have in local economic development through university real estate investment activities. Colleges and universities across the country are becoming more involved in property acquisition and development; however, there is limited research that explores the decision-making processes that are employed and the implications of these decisions on the larger community.

The economic value of an urban university to a metropolitan region is comprised of (1) the educational opportunities provided to students who rely on local institutions of higher education, (2) the unique contributions of urban universities to the social and political infrastructure of a region, and (3) the research and service contracts and other funds and philanthropic donations attracted to the campus by faculty and staff. If an urban university such as Cleveland State University (CSU) did not exist in the Cleveland metropolitan region, many, if not all of these economic and social contributions would be lost. Mandating Density: The Blunt Instrument Of Smart Growth, Kenneth Dueker

This essay expresses concern that urban growth management places too heavy a reliance on densification, particularly upzoning with minimum density requirements in suburban infill situations. Increasing densities may be appropriate when other aspects of urban development can be controlled through urban design. However, evidence provided here indicates that mandating density reduces land consumption, but does not achieve other objectives of growth management, particularly street connectivity, greater use of alternative modes of transportation, and more housing choices. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. …

What Works in Economic Development reviews evaluation literature relevant to economic development strategies. While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. It also demonstrates how positive results can be realized. A “what works” matrix follows the review of the evaluation studies. The matrix highlights the significant findings and key lessons that can be learned from this work.

A recent "farms to school" movement designed to expand the range and quantity of local foods, especially produce, has taken root across the U.S, with support from the United States Department of Agriculture. After finding a suitable client school willing to introduce this idea in Portland, this project, identifies incremental and feasible steps that can be taken toward including more locally gown food into the Environmental Middle School's meal service. A system of measurements, the San Diego Quality of Life Indices (SDCQOLI), is being developed and reported in response to the need of successful prevention of the use and abuse of alcohol, tobacco, and illicit drugs (ATOD) and ATOD service delivery. The purpose of the SDCQOLI is to serve as a utility for public policy applications (ATOD prevention and others), both community-sponsored and initiated by the San Diego County and local governments, in order to achieve the mission of the County of San Diego "...to improve the region's Quality of Life" (County of San Diego...).

Quality Of Life Community Collaborative Demographic Profiles, Risa Proehl, Irina V. Sharkova, Telesis Corporation, San Diego, Ca

Demographic profiles have been created for at the regional and community levels for San Diego County. There is an individual demographic profile for each of 10 Community Collaboratives in San Diego County as a whole. The demographic profiles all have the same structure and consist of the same variables to provide consistency so that comparisons can be made between communities. The profiles were created to provide background information for a larger project, the development of Quality of Life Indices for the San Diego County Alcohol and Drug Services Agency.
