En América Latina el déficit de vivienda, según la CEPAL, supera la cantidad de 25 millones de unidades. Solventar esta carencia de manera inmediata requeriría no menos de 125 mil millones de dólares. Si extrapolamos esta información para el caso ecuatoriano, se necesitaría más de 6 mil millones de dólares para satisfacer el déficit acumulado de un millón dos cientos mil residencias.

Las ciudades se nos presentan desde siempre como un gran centro de comunicación de los ciudadanos. De allí que el transporte juegue un papel comunicacional privilegiado: tanto que sus defectos pueden producir alteraciones en la funcionalidad de la ciudad o en la calidad de vida de su población.

Así, por ejemplo, en el país los accidentes de tránsito -por su magnitud, recurrencia y causas- han dejado de ser algo excepcional. Desde los tempranos días del municipio ecuatoriano surge un movimiento continuo -paradójica y contradictoriamente- de centralización, que aún no ha culminado, y de ampliación de su base social de sustentación. La evolución de este movimiento es una historia conflictiva que se expresa simultáneamente en su encrucijada y potencialidad: autonomía sin independencia; participación sin democratización. O, lo que es lo mismo, un poder real pero limitado, que ha ido perdiendo dominio y ganando base social.

La crisis económica generaliza la inseguridad social y económica, contribuye a reducir los mecanismos de representación, a limitar los espacios de solución de los conflictos, a mercantilizar las relaciones sociales y a restringir las manifestaciones culturales de los ciudadanos. El 10 de Agosto de 1992 ocurre un hecho inédito en la historia nacional del Ecuador: Sixto Durán Ballén, ex-Alcalde de Quito, asume la Presidencia de la República; León Febres Cordero, ex-Presidente Constitucional, se convierte en Alcalde de Guayaquil y Jamil Mahuad, ex-candidato presidencial, llega a la Alcaldía de Quito. Lo que llama aún más la atención fue el hecho de que en estas tres elecciones hubo una polarización de fuerzas políticas y que cada una de las autoridades provino de tres partidos políticos distintos.

The purpose of this study was to assist the town of Holden in assessing further development potential along a 1.6 mile stretch of Main Street. Holden’s History is similar to many small New England towns, as it has evolved into a suburb in the post WWII period. The socioeconomic analysis shows a growing community where a large proportion of the residents are professionals and financially well off. There is a strong sense of community and the citizens are concerned about the future of their town.

This report presents a series of initial strategy recommendations for the economic development of the cities of Springfield and Holyoke. There are six cities in the Pioneer Valley: Springfield, Holyoke, Chicopee, Westfield, Northampton, and Agawam. The three contiguous cities of Springfield, Holyoke, and Chicopee form the urban core of the region. Historically, these cities have been the cultural. financial, and industrial centers of the Pioneer Valley. El predominio de la población urbana (58%), el incremento del número de ciudades (196 municipios) y la generalización de la urbanización en el territorio nacional, llevan a concluir que el Ecuador se ha convertido en un país de ciudades. Esta realidad trae nuevos problemas, entre los cuales se debe mencionar el incremento significativo de la violencia delictiva urbana.
