Implementation Case Study: Title Xx Daycare, Leslie Schockner

This paper presents a case study and analysis of an intergovernmental negotiation concerning a change in contracting for Title XX daycare for low-income families in San Antonio that occurred in 1982 and 1983, which all participants to the process have agreed was a spectacular failure. It is the intent of the author to use that situation as a ready-made lesson plan for how to be more effective in a similar intergovernmental implementation process.
