In response to the murder of George Floyd in May 2020, the Black Lives Matter movement issued a statement calling on cities to Defund the Police. The event sparked a nationwide reckoning that has reshaped the narratives and strategies for remedying the racial bias and police brutality apparent in the criminal justice system. The shift in police reform efforts embraces notions guiding police budgeting decisions. Today's advocates are transforming their approach to police reform to include budgeting decisions by promoting a municipal practice known as police budget reform. This dissertation explores the topic of urban policies relating to worker-owned cooperatives, and the political conditions surrounding worker-owned cooperatives in American cities. The topic is studied through a comparison between two case study cities: Cleveland, Ohio and Jackson, Mississippi. Through the collection of public records and interviews with policymakers, analysts, and community activists, this study details the current policy status towards worker-owned cooperatives and the political context for the worker-ownership movement in each city. The study also offers preliminary assessments of existing worker-owned cooperatives and explores the obstacles facing worker-owned enterprises in the selected cities. The findings of the case …

In this dissertation I analyze an institutional investor portfolio of over-leveraged multifamily rental housing in East Palo Alto, California to demonstrate how changing forms of landlordism produce both new and familiar targets for tenants organizing against displacement and for housing security. Venture capital investors in the first decade of the 2000s exploited the Silicon Valley regional conditions of racial exclusion, uneven development, and municipal rent control. A catering hall in Queens serves as a hub of work for immigrant families and holds a collection of Latin American migration stories and insights into illegal immigration in the United States.

The stories of the catering hall workers—younger and older, longtime residents and new arrivals—reflect the different struggles of immigration across the different generations of immigrants who work there. Their stories also show the common bonds for the different generations and the longstanding dreams of America.

This project examines the politics of representation in The Ruins of Detroit, a book of photography by Yves Marchand and Romaine Meffre in order to understand Detroit as a privileged site of ruins photography, critically referred to as ruin porn. Examining the book as a representation of Detroit's decay reveals an implicit power dynamic which neglects Detroit's complex history and the lived experience of its residents.
