This dissertation looks beyond narratives of the chaotic urban south to examine the politics of city planning and everyday service access in Pakistan. I draw on a case study of Karachi, what is perceived to be one of the world’s most unruly cities, to demonstrate how planning enables the representation of political order. Drawing on field research, I also explore the materialities, subjectivities, and histories of service access that shape urban politics in Karachi. Studying the growth pattern of cities/urban areas has received considerable attention during the past few decades. The goal is to identify directions and locations of potential growth, assess infrastructure and public service requirements, and ensure the integration of the new developments with the existing city structure. This dissertation presents a novel model for urban growth prediction using a novel machine learning model. The model treats successive historical satellite images of the urban area under consideration as a video for which future frames are predicted. Public housing policy continues to exacerbate the concentration of poverty for low

income household adults (LIHA), preventing their mobility to achieve or sustain

affordable housing in low-poverty affluent neighborhoods. Successful design and

implementation of public housing policy for LIHA has been elusive for policymakers

seeking to address socioeconomic self-sufficiency problems in the United States.

Wilson’s spatial mismatch theory on social transformation of the inner city was the

Placemaking is a tool largely employed in gentrifying cities to create social and cultural character in space. However, the informal placemaking that naturally occurs in communities and public space is often left out of the placemaking planning process. Informal placemaking that existed in space before and after gentrification, often by the working class, may find itself the target of policing from class and racial power structures that new residents now making up the majority bring.
