This paper studies the accessibility of car-free areas to those with mobility impairments by examining three car-free and car-lite experiments in California. Whether slowly converted to car-free with long-term, careful planning, or expeditiously changed to car-free during the COVID-19 pandemic, these three car-free experiments show the shortcomings of planning for accessibility in car-free spaces, and how instead of improving accessibility, current planning practice often hinders it. Urban planning is reliant upon genuine public engagement to ensure that planning and policy decisions reflect the ideas shared by the public. Because planning is a profession largely focused on the physical and built implications of more abstract planning concepts, effective graphic communication is critical to securing public support and understanding of policy decisions. ESRI's CityEngine uses procedural modeling technology to render personally-tailored scenes to non-planner members of the public, and shows potential to positively change the way that planners generate graphic representations of physical impacts of policy changes. This paper explores two potential land use planning strategies that can be used to preserve and enhance the economic viability of agricultural operations surrounded by suburban development in Santa Barbara County’s Eastern Goleta Valley: buffers between agriculture and other land uses, and agritourism. In the case of buffers, academic literature is examined to determine how effective buffers are at various tasks (filtering runoff, mitigating dust and wind, providing habitat, etc.) and how to construct buffers to maximize their effectiveness. Public health is an increasingly important issue addressed from both environmental and public health sectors for the future development of urban environments. From a planning perspective, one possible solution is to increase walkability throughout the cities. Many assessment methods are being developed and administered to evaluate the quality of existing urban environments to promote walkable cities/communities. The results from using these methods provide policymakers and stakeholders with valuable information regarding the existing physical conditions of the environment. Current Federal, State, and local San Francisco housing policy advocates mixed-income housing as a positive approach to creating living environments for low-income families. Strategies for creating mixed-income housing environments include large-scale public housing re-development efforts, inclusionary housing policies, and the use of discretionary funding for mixed-income development projects. Researchers agree that there is not yet enough evidence to support that mixed-income strategies are achieving positive results and have noted that the expected outcomes for mixed-income strategies are founded upon a number of assumptions.
