This paper foregrounds the importance of underlying territorial formations in realising a vision of the smart city. It argues that as a political technology of the state, territory should be understood as a platform upon which data works and the smart city unfolds. In this view, island territories – of which bordered city-states like Singapore provide paradigmatic examples – provide an integral, yet hitherto unexplored, component in the realisation of urban “smartness”. We illustrate these theoretical arguments through an analysis of how the territorial constraints that characterise Singapore’s island platform enable the state to accurately and effectively realise its vision …

This article explores the role of the state in driving the platformisation of industry, and in doing so offers a counterpoint to scholarship that focusses on the exploitative effects of private sector-led platformisation. That scholarship views platformisation as the latest incarnation of neoliberal urbanism, with the profit-maximising tendencies of the private sector driving the proliferation of platforms throughout everyday life. Notwith- standing, there remains a need to consider alternative models of platformisation. Drawing on 31 interviews with architects of Singapore’s Smart Nation initiative, we consider the state-led platformisation of financial services. The research on smart transportation in the United States has centered on large metropolitan areas. The adoption of smart transportation technologies in small-and medium-sized cities outside of large metropolitan areas is less studied and understood. This study examined the adoption of smart transportation technologies in small-and medium-sized cities in Central California. The analysis was based on the online survey responses from 29 transportation officials and professionals who worked for 18 municipal government departments and six metropolitan planning organizations (MPOs) in Central California as well as in depth semi-structured interviews with seven of them. Smart city technology has its value and its place; it isn’t automatically or universally harmful. Urban challenges and opportunities addressed via smart technology demand systematic study, examining general patterns and local variations as smart city practices unfold around the world. Smart cities are complex blends of community governance institutions, social dilemmas that cities face, and dynamic relationships among information and data, technology, and human lives. Some of those blends are more typical and common. Some are more nuanced in specific contexts. Many transit agencies in the United States plan to automate their fare collection and limit–or even eliminate–the use of cash fares, with the goals of expediting boarding, collecting data, and lowering costs. Yet about 10% of US adults lack a bank account or credit card, and many rely on restrictive cellphone data plans or do not have access to the internet or a smartphone. These riders will find it difficult to access transit in the future. This paper examines transit users’ experiences with fare technologies using a survey of riders in three cities. This case study brings new attention to a critical but under-appreciated dimension of so-called “smart” cities: how smart city governance builds and relies on institutionalized sharing of data, information, and other forms of knowledge across all sectors of public administration. Those smart city practices are referred to here as knowledge commons and systematized using the Governing Knowledge Commons (GKC) research framework. That framework extends and modifies Ostrom’s research tradition as to community-based resource governance. As with other GKC-focused research, this work relies on a qualitative case study. This paper explores the case study of the ASEAN Smart Cities Network (ASCN) to uncover the motivations and potential challenges associated with technocratic regionalism, by which we mean technology-driven forms of regional integration and consolidation. In the case of the ASCN, technocratic regionalism is used to spur urban development through the rollout of smart city plans, policies and projects across Southeast Asia. As such, it is a regional strategy designed to scale smartness, and thus deprovincialise the city by embedding it within transnational flows of capital, ideas and expertise. In this article, we survey a growing body of literature within geography and other intersecting fields that trains attention on what inclusive smart cities are, or what they could be. In doing so, we build on debates around smart citizens, smart public participation, and grassroots and bottom-up smart cities that are concerned with making smart cities more inclusive. The growing critical scholarship on such dis- courses, however, alerts us to the knowledge politics that are involved in, and the urban inequalities that are deeply rooted within, the urban. In the last two decades, urban planners have embraced digital technologies to complement traditional public participation processes; research on the impact of smarter digital instruments, such as immersive virtual reality (IVR), however, is scant. We recruited 40 focus group participants to explore various formats of spatial planning scenario simulations in Glassboro, NJ, USA. Our study finds that the level of participation, memory recalls of scenarios, and emotional responses to design proposals are higher with multi-sensory and multi-dimensional IVR simulations than with standard presentations such as 2D videos of 3D model simulations, coupled with verbal presentations. Subverting The Logics Of "Smartness" In Singapore: Smart Eldercare And Parallel Regimes Of Sustainability, Orlando Woods

This paper argues that the divergent logics of “smartness” and “sustainability” can lead to parallel regimes of sustainability. Whilst sustainability is often used to justify the need for smart cities, smart cities are often undermined by the neoliberal logics of digital governance. Moreover, because the intersection of digital technologies and society is a negotiated one, smart solutions often fail to provide adequate solutions to social problems. This is especially true when smart solutions are used to augment or replace hitherto human-centred processes, like caregiving.Parallel regimes of sustainability are a response to these failures. This project demonstrates how an inexpensive system (hardware and software) can add new functionality to existing signal controllers, giving bicyclists an efficient way to cross a controlled intersection. The system integrates three components: (1) a Bike Connect box that resides near the signal-controller and is connected to it, (2) an application that runs on a Bike Connect device (currently an iPhone) and requests a green light at the correct approach-distance, and (3) a cloud-based publish/subscribe (pub/sub) component that handles cellular-communication between phone app and box.
