The history of planning in Oregon in the latter part of the 20th century is in many respects a history of the state attempting to reassert its interests in local planning and zoning after having granted the power to plan and zone to local governments early in the 20th century. The Oregon land use planning program evolved as a means for ensuring that state interests in the use of resource land and the prevention of sprawl were carried out meaningfully through local planning and zoning. An Evaluation Of The Oregon Department Of Transportation’S (Odot) Environmental Streamlining Efforts: A Focus On Cetas, Connie P. Ozawa, Jennifer Dill

The Oregon Department of Transportation responded to the federal call in the late 1990s to streamline the National Environmental Policy Act (NEPA) by (1) implementing organizational and procedural changes internal to the agency, (2) funding ODOT-dedicated staff positions in state and federal resource agencies, and (3) convening regular meetings with state and federal agencies with NEPA-related regulatory responsibilities. This latter effort evolved into the CETAS (Collaborative Environmental and Transportation Agreement for Streamlining) process that includes a management and a technical team element. Effects Of Comprehensive Plan Amendments On Interchange Traffic In Oregon, James G. Strathman, Thomas J. Kimpel, Paul Roland Leistner, Kenneth Dueker

In this paper we examine the effects of amendments to local comprehensive plans on interchange performance. Plan amendments over a 15-year period in Oregon resulting in changes to industrial or commercial land use were reviewed to identify those that occurred within one mile of an interchange. Regression analysis was then performed to estimate the impact of nearby plan amendments on subsequent interchange ADT. Plan amendments were found to have a substantial ADT effect on rural interchanges, but their incidence was very limited. Planning For Regional Economic Development In Oregon: Finding A Place For Equity Issues In Regional Governance, John Provo

While the state of Oregon is cited in the new regionalism literature for exemplary land use and environmental planning, this paper focuses on the treatment of equity issues. Implementation of a revised statewide regional economic development program is discussed, contrasting efforts in the metropolitan Portland area with rural southeast Oregon. Despite following very different planning and grant-making processes, both introduced equity issues concerned with ensuring access to the economy. In Portland this meant aspiring to connect economically distressed communities with a successful regional economy while in southeast Oregon a distressed region hoped to connect with the state's growing economy.

This analysis examined the historical relationship between land use changes and the location of capacity increasing highway projects in the State of Oregon from 1970 to 1990. Aerial photography for 18 cities was used to delineate the extent of urban development in each time period. A geographic information system (GIS) was used to assemble the data. Using this data, a logit regression model tested the significance of geographic variables such as proximity to highway projects, land use zoning classification, city size, and other spatial characteristics. Portland State University's contribution to the metropolitan Portland economy is both diverse and considerable. A 1982 study estimated that the expenditures made by the University, its faculty and staff, and its full-time students generated over $150 million in gross output in the region. Given the changes that have taken place over the past five years, a re-examination of the University's economic impacts is warranted. This report examines Portland State University's contribution to metropolitan economic activity based on data from the 1985-86 academic year.
