Across West Virginia, Appalachia, the South, and other regions which have borne the historic brunt of extraction, capital flight, and systemic lack of opportunity, cooperative and community-based solutions to economic challenges have historically and presently been found in and amongst marginalized communities. As a critical component of community wellbeing, development, and prosperity, we situate housing as a necessary component to the understanding of cooperative, grassroots, and solidarity forms of economic organization. Learning lessons from the COVID-19 pandemic opens an opportunity for enhanced research and action on inclusive urban resilience to climate change. Lessons and their implications are used to describe a climate resilience research renewal agenda. Three key lessons are identified. The first lesson is generic, that climate change risk coexists and interacts with other risks through overlapping social processes, conditions and decision-making contexts. Two further lessons are urban specific: that networks of connectivity bring risk as well as resilience and that overcrowding is a key indicator of the multiple determinants of vulnerability to both COVID-19 and climate change impacts. Flooding has become the new normal in Ho Chi Minh City (HCMC). During the rainy season, many areas of the city experience severe inundation that seriously impacts infrastructure, traffic, and economic transactions. As the effects of climate change unpredictably and rapidly manifest in Southern Vietnam, the frequency and impact of urban floods are projected to increase. In addition, within the last few decades, HCMC has rapidly developed and urbanized, transforming itself into the economic center of Southern Vietnam. This Comprehensive Economic Development Strategy (CEDS) is the outgrowth of a long running effort by the John S. Watson Institute for Public Policy at Thomas Edison State College (Watson Institute) to support economic and community development in New Jersey with a particular focus on urban areas in need of revitalization. The Watson Institute was previously awarded a United States Economic Development Administration (USEDA) grant to complete an economic analysis of the North Central New Jersey Region. The USEDA approved that analysis and awarded additional funds to continue our work, culminating in this CEDS plan.

The advent of the automobile transformed the American landscape in the 20th century. In conjunction with the increasing importance of the automobile, numerous post-WW II government programs such as the Interstate Highway System encouraged suburban sprawl. Towns and cities adjacent to tourist attractions, known as gateway communities, face unique problems caused by sprawl. Gettysburg, Pennsylvania, is an example of a gateway community as it includes the Gettysburg National Military Park. As a country that has only started rapidly developing in the last thirty years or so, Vietnam’s cities are still in throes of instating a comprehensive public transport infrastructure. During the French Colonial era in the early 20th century, Vietnam got a taste of its first mechanized form of transportation, the bicycle. These pedal-powered vehicles largely dominated the streets of Hanoi and Saigon until Doi Moi in 1986. Here, the motorbike came along and its rapid rise in popularity quickly pushed bicycles off the street. In the last twenty years or so, the motorbike population in Vietnam went from …

The National Heritage Area program administered by the National Park Service represents a collaborative partnership approach to managing large-scale natural and living landscapes. Heritage area management objectives integrate goals across disciplines including resource conservation, historic preservation, community revitalization and economic development. The study commenced in July 2009 with historical research about the site and its context, site analysis, including the existing conditions and development regulations. This analysis included: topography, soils, vegetation, structures, utilities, easements, property deed, and city, state, and federal regulations. From this analysis an assessment of future development potentials was made based on the existing data/documents from UMass files, public records, Mass GIS data, site visits, and interviews with Gloucester, Commonwealth of Massachusetts, and other officials and stakeholders. This dissertation concerns a widely recognized natural area, New York's Adirondack Park, that serves both as an international model for conservation and as a context for persistent conflict over natural resources, space, wealth and esthetics. It employs narrative inquiry as a method to examine the sources and the function of narratives or stories explaining the history and the present status of social groups in the Park. Sprawling development patterns accelerated across the New England landscape in the last three decades and consumed the region‘s forests, farms, and open spaces at an unprecedented rate. New England‘ers in all six states formed land trusts, supported statewide conservation organizations, and collaborated with state and federal partners to protect some of their most-prized recreation lands, wildlife habitats, and working lands. The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base.
