This study was produced primarily as a tool for policy advocacy Workforce Development members therefore much of the analysis focuses on the role that community based organizations and community development corporations play in workforce development. However, policy makers and technical assistance providers, such as the Workforce Development Board, as well as government agencies, also play a critical role in the region’s workforce development system.
