Movement towards affordable and sustainable housing must take into account the institutional framework as a main executor of transition, especially in the transitional phase from the usual (prevailing) housing development to affordable and sustainable housing. The research aims to develop an integrated view of institutional framework adaptation in the transitional phase to affordable and sustainable housing in the Kingdom of Saudi Arabia, including the roles of all actors (government, private, civil society, and scientific research).
