Landscape Architecture & Regional Planning Studio and Student Research and Creative Activity

The Master Plan Committee for the town of Ludlow contracted with the Pioneer Valley Planning Commission (PVPC) to prepare a new Master Plan. PVPC engaged the Department of Landscape Architecture and Regional Planning (LARP) at the University of Massachusetts Amherst to assist with a portion of the Master Plan work. This work included: executing analysis and assessment of existing community conditions, conducting a weekend visioning workshop, and developing land use scenarios for the purpose of providing concrete visualization of possible futures for the Town of Ludlow in 2030.

During the past several years, economists and other researchers have speculated about the rise in alternative work situations and the expansion of home-based work. Data from the 2000 U.S. Census indicate that more than 12 million Americans (10 percent of the workforce) reported earning some form of self-employment income (as opposed to traditional wage and salary income), totaling more than $350 billion. In 2001, the Bureau of Labor Statistics reported that approximately nine million Americans had a formal arrangement with their employers to be compensated for work done from home or considered themselves self-employed. The Valley of Innovation is a new industrial region that is being formed as the result of recent technology transfers and significant growth in the biotechnology sector. The region includes part of western Massachusetts along with Central Connecticut and runs from north to south along the I-91 corridor, following the general borders of the Connecticut River Valley. The region extends from the University of Massachusetts at Amherst, through Springfield, Massachusetts, and continues past Hartford, Connecticut, to New Haven, and down I-95 towards New York State.

This report presents a series of initial strategy recommendations for the economic development of the cities of Springfield and Holyoke. There are six cities in the Pioneer Valley: Springfield, Holyoke, Chicopee, Westfield, Northampton, and Agawam. The three contiguous cities of Springfield, Holyoke, and Chicopee form the urban core of the region. Historically, these cities have been the cultural. financial, and industrial centers of the Pioneer Valley. The scope of this report is limited to the cities of Springfield and Holyoke because these cities face uniquely urban problems that Chicopee, a largely middle class community, does not.

This study explores the feasibility of a business matchmaking program for Western Massachusetts focusing on import substitution. Business matchmaking programs currently operate throughout the U.S.A. and Canada. Their goal is to retain capital in the area and develop the area's economy by linking local businesses to each other, and with national and global markets. Twelve operating programs were investigated and assessed for their adaptability to the Western Massachusetts context. Area businesses and economic experts were interviewed to determine if a similar program would work here.
