The North Central Massachusetts Regional Planning Board (NCMREB) is a not-for- profit agency that serves the cities of Fitchburg, Gardner, Leominster, and the surrounding 20 towns. It is one of 16 regional employment boards in the Commonwealth of Massachusetts, and is "responsible for ' the oversight, coordination, and policy making' of publicly funded employment and training programs that serve all age groups." This report presents a series of initial strategy recommendations for the economic development of the cities of Springfield and Holyoke. There are six cities in the Pioneer Valley: Springfield, Holyoke, Chicopee, Westfield, Northampton, and Agawam. The three contiguous cities of Springfield, Holyoke, and Chicopee form the urban core of the region. Historically, these cities have been the cultural. financial, and industrial centers of the Pioneer Valley. The scope of this report is limited to the cities of Springfield and Holyoke because these cities face uniquely urban problems that Chicopee, a largely middle class community, does not.

This project examines the economies of 13 municipalities in Southeast Massachusetts. Seven of the towns are located in Bristol County: Acushnet, Berkley, Dighton, Freetown, Raynham, Rehoboth and Westport. Five are located in Plymouth County: Carver, Lakeville, Marion, Mattapoisett and Rochester. And one, Plainville, is located in Norfolk County.
The Southeast Regional Planning and Economic Development District (SRPEDD) has asked the Center for Economic Development to look at the forces which drive the local economies. The purpose of this study is to determine the feasibility of developing industrial sites at three locations in the City if Springfield. Due to a shortage of industrial land the City is extremely interested in identifying parcels of land upon which industry can be sited.
The study was undertaken by the Springfield Economic Development Corporation in conjunction with the Center For Economic Development at the University of Massachusetts at Amherst.
