The proliferation of big data has allowed researchers to delve deeper into data and gain better understandings within almost every field. There is general consensus in urban theory that "community" is good. Nevertheless people in communities may or may not interact to a significant extent with one another nor engage in intertwined social lives, yet tend to claim within-group unity and harmony. A musical model of interaction and engagement may offer a new perspective on the dynamics of community. The concept of capacity development is essential to the idea of governance and development. Over the decades, governments and development agencies have promoted capacity development programs. With the increasing number of disaster events and associated losses, there has been heightened attention given to governments' capacity to manage disasters. This is associated with a paradigm shift from reactive to proactive actions. Prevention requires capacity to understand, reduce, and manage risk. Nevertheless, a universally acceptable overarching framework of capacity development does not exist.

Development in the urban and metropolitan context continues to be a vibrant area of scholarship and debate in the social sciences. This study continues and augments this research by examining two overarching issues: first, how development at the local level is impacted by fragmented political structures and inter-municipal relations, and second, the extent to which local, non-profit organizations and state agencies whose policies involve land-use planning and environmental conservation, are addressing issues of uneven- and parochial-centered development as a by-product of political fragmentation.
