Commissioned by the Appalachian Regional Commission, this report accomplishes three aims. First, it offers a quantitative portrait of economic diversity trends in Appalachian counties and sub-regions, benchmarked to U.S. trends. The portraits draws on four complementary indexes of diversity: industrial, functional, occupational, and knowledge, with the first two based on the mix of industries in a place and the latter two based on the mix of occupations. Second, the report summarizes diversity trends, economic development practices, and diversification strategies in ten Appalachian counties. Neighborhood Dynamics And The Housing Price Effects Of Spatially Targeted Economic Development Policy, Douglas J. Krupka, Douglas S. Noonan

Neighborhoods are the result of a complicated interplay between residential choice, housing supply and the influences of the larger metropolitan system on its constituent parts. We model this interplay as a system of reduced-form equations in order to examine the effects of a generous spatially targeted economic development program (the federal Empowerment Zone program) on neighborhood characteristics, especially housing values. This system of equations approach allows us to compute direct effects of the policy intervention as well as the effects mediated through non-price channels such as changes in the housing stock or neighborhood demographics. International trade presents significant employment, growth, and revenue opportunities for the San Bernardino region, which encompasses San Bernardino County and several cities in Riverside County and is located to the immediate east of Los Angeles County. Proximity to the San Pedro Bay Port complex (which includes the Ports of Los Angeles and Long Beach) and access to a transportation and logistics network expanding out across the U.S., makes the San Bernardino region a prime location for companies participating in international trade activity. Since the “container revolution” in the 1970s, seaports on the Pacific Coast have been the engines of economic development, regionally, nationally and globally. But circumstances continue to change that threaten the long-term viability of the intermodal “land bridge” system that emerged from that revolution. These circumstances include railroads not maintaining rail lines critical to transcontinental container traffic and the shift in the locus of global production that raises the question of obsolescence for the existing infrastructure moving trade West to East from the Pacific Rim.
