Uno Team Plots Lots As Land Use Debate Unfurls In Treme, Michelle Thompson

Michelle M. Thompson

Advocates for rejuvenating the Treme now have a blueprint to work from.

A team with the University of New Orleans mapped out almost every parcel in the historic neighborhood to show which blocks are flourishing and which could use some extra TLC. The report, released Monday, lays out the groundwork for the Historic Faubourg Treme Association to point to as it pushes back against city-sanctioned demolitions of decaying houses or should it advocate for the removal of Interstate 10 above Claiborne Avenue.

"We can use this data to help make our community a better place for residents and property owners, …

The "Historic Faubourg Tremé Association Mapping & Analysis" is a continuation of public participation geographic information systems (PPGIS) work started with WhoData.org in spring 2014. The mapping of on-the-ground property conditions with City designated blight provides the HFTA Land Use Committee with additional resources to develop and deploy plans to revitalize the whole of Tremé. The maps and analysis were completed by the University of New Orleans Department of Planning & Urban Studies students in MURP 4081/5081 Information Technology for the Planning Profession.

WhoData is a community action research and service program. Since 2009 the team of volunteers has provided organizations in New Orleans - LA, Boston - MA and Ithaca - NY with resources that aid in the recovery, renewal and/or redevelopment of communities. Since 1987, I have worked in a variety of roles and had opportunities to examine and participate in ways that academic, public, private and non-profit organizations have engaged in the neighborhood planning process. Some have been successful but others have not. As a result, the social and economic benefits that arise from collaboration, neighborhood knowledge and public policy …

Planners have a unique ability to consume information and address both policy and practical issues on a variety of scales – from neighborhood to regional to international. The use of information technology, specifically geographic information systems, continues to expand the planners’ toolkit. Applying these tools requires planners to go beyond synchronous inductive and deductive reasoning and move towards ‘integrated thinking’. Spatial literacy allows citizen planners to question and advocate for public policies based upon community data that has not been readily available to decision makers in municipal government. This report identifies examples of how a public participation geographic information system …

The Peoples’ Plan is a strategic action plan for the recovery of the 9th Ward. We’ve created it based on conversations with residents – some struggling to return home, others intent on remaining in a neighborhood that has always been there own. The Peoples’ Plan provides a thorough assessment of what must be done to provide recovery in one of the hardest hit areas of the City, and provides a recovery model for all badly flooded areas. Our Plan seeks to transform the 9th Ward as it is rebuilt. The proposed transformation will be resident-driven and will provide improved employment …
