Key Points In Preparation For Oregon Legislative Session (2024): Examining The Multifaceted Impacts Of Drug Decriminalization On Public Safety, Law Enforcement, And Prosecutorial Discretion, Kelsey S. Henderson, Christopher Campbell, Brian Renauer

These findings are part of a 3-year study to examine the impacts of possession of PCS law changes on: (1) law enforcement discretion, (2) prosecutorial decision-making, (3) courts/sentencing, and (4) public safety. The key findings, unless noted, represent statewide trends and impacts. Prior to M110, other statewide changes in policy, law, and historical events such as the COVID-19 lockdown/court backlog and public defense crisis also had important impacts on enforcement, prosecution/sentencing, and public safety outcomes. As such, data collected during the early implementation of M110 is not likely a reliable predictor of its ultimate impact. The data reported on below …

This Master of Urban and Regional Planning (MURP) Workshop project working with our clients, City of Portland’s Bureau of Transportation and Bureau of Planning and Sustainability, advances the pursuit of equity within Portland’s Central City. Six MURP students acted as the consultant, under the name VF Planning, and with the guidance of Portland State University professors.

Portland, Oregon, is considered a pioneer of regionalism, integrated land-use and transportation planning, and sustainability as a criterion for planning policy. After four decades of land-use planning, Portland has a national and international reputation for urban livability and climate change mitigation. While these successes are laudable, in the past decade Portland’s underrepresented and underserved communities have been raising a voice to demand that planners address issues of income and racial inequality. The City of Portland currently faces a difficult challenge. As the population continues to grow, greater pressure is placed upon the limited amount of public open space available for recreation. As stated in the Portland Parks & Recreation (PP&R) 2020 Vision Plan, "Demographic, recreational, and funding trends suggest that both current shortages and future needs will intensify and produce inequities in our cherished park system" (PP&R, 2001).

In the last two years, Portlanders of all backgrounds have begun to pay serious attention to the problems and opportunities created by the increasing racial and ethnic diversity of their metropolitan area. The Oregonian and the broadcast media have focused a number of stories and reports on racial relations and racial tensions.
