Evaluating The N/Ne Preference Policy, Amie Thurber, Lisa Bates, Susan Halverson

North/Northeast Portland has long been the heart of Portland's Black community. By 2010, the area had lost two-thirds of its Black residents to displacement. In response, the City adopted a Preference Policy that prioritizes displaced affordable rental and homeownership applicants. This report describes findings from the first phase of a study to understand what difference this policy is making in the lives of residents.

There is an active debate about the potential costs and benefits of emerging “smart mobility” systems, especially in how they will serve communities already facing transportation challenges. This presentation will describe the results of an assessment of these equity impacts in the context of lower-income areas of Portland, Oregon, based on a mixture of quantitative and qualitative research.

Portland, Oregon’s proposal for the U.S. Department of Transportation’s Smart City Challenge, “Ubiquitous Mobility for Portland,” focuses on developing mobility solutions that would serve traditionally underserved populations (low-income, communities of color, and residents with mobility challenges). The project seeks to capitalize on existing community assets—several TOD stations and a regional bike and pedestrian trail system—by studying how these can be linked. The overarching goal of this project is to increase scholarship on networking safe routes that can encourage public and active transportation choices and thus, encourage a healthier lifestyle and advance sustainability. By expanding pedestrian, bicycle and transit connections to green space and offering the most potential for TOD, this proposal clearly demonstrates the greatest priorities of NITC. Sustainable drainage systems or ‘Suds’ are increasingly accepted as an effective means of ‘making space for water’, adapting to possible climate change and helping communities become more flood and drought resilient. This study explores potential shifts in perception and attitude through Suds installation, development and habituation. Attitudes and awareness in communities in the USA and UK, where Suds have been in place for some time, were compared and contrasted, examining any evolution of beliefs and practices and wider community resilience. Transportation costs are typically a household’s second largest expense after housing. Low income households are especially burdened by transportation costs, with low income households spending up to two times as much of their income on transportation than higher income households (Litman, 2013).

Thus, access to location efficient housing is especially important to low income households, including those who use a housing voucher to help pay for housing costs.

Many cities have adopted minimum parking requirements, but we have relatively poor information about how parking infrastructure has grown.

In this research, using building and roadway growth models, we estimate how parking has grown in Los Angeles County from 1900 to 2010, and how parking infrastructure evolves, affects urban form, and relates to changes in automobile travel.

We find that since 1975, the ratio of residential offstreet parking spaces to automobiles in Los Angeles County is close to 1.0 and the greatest density of parking spaces is in the urban core. Most new growth in parking occurs outside of the …

The purpose of this project is to develop and evaluate tools to assist Housing Choice Voucher (HCV) program participants in the Portland, OR, metro region with considering transportation needs and options when making decisions about where to live. The project consists of two elements: development of a set of tools in collaboration with the four metro-area housing authorities, and an evaluation of the effectiveness of the tools. Green Infrastructure (GI) is an increasingly popular means of dealing with flooding and water quality issues worldwide. This study examines public perceptions of, and behaviour around, bioswales, which are a popular GI facility in the United States. Bioswales are highly visible interventions requiring support from residents and policy-makers to be implemented and maintained appropriately. To understand how the residents’ perceptions and attitudes might develop over time, we interviewed residents of Portland, Oregon, living near bioswales installed 1–2, 4–5 and 8–9 years ago, to determine awareness, understanding, and opinions about the devices. Blue-Green Infrastructure (BGI) and Sustainable Drainage Systems (SuDS) are increasingly recognised as vital components of urban flood risk management. However, uncertainty regarding their hydrologic performance and lack of confidence concerning their public acceptability create concerns and challenges that limit their widespread adoption. This paper investigates barriers to implementation of BGI in Portland, Oregon, using the Relevant Dominant Uncertainty (RDU) approach. Two types of RDU are identified: scientific RDUs related to physical processes that affect infrastructure performance and service provision, and socio-political RDUs that reflect a lack of confidence in socio-political structures and public preferences for BGI. Portland, Oregon is renowned as a paradigmatic "sustainable city". Yet, despite popular conceptions of the city as a progressive ecotopia and the accolades of planners seeking to emulate its innovations, Portland’s sustainability successes are inequitably distributed. Drawing on census data, popular media, newspaper archives, city planning documents, and secondary-source histories, we attempt to elucidate the structural origins of Portland’s "uneven development", exploring how and why the urban core of this paragon of sustainability has become more White and affluent while its outer eastside has become more diverse and poor. This report summarizes the results of an online survey, conducted during February and March 2013, of 251 groups involved with urban agriculture (UA) projects in approximately 84 cities in the US and Canada. This is only a preliminary report. As such, we present descriptive statistics rather than a interpretive analysis of the survey responses. Furthermore, it is important to recognize that these results are not necessarily representative of all urban agriculture businesses and organizations across North America. Nevertheless, these results point to certain trends and patterns that offer rich opportunities for further inquiry.

As interest in urban agriculture sweeps the country, municipalities are struggling to update, code to meet public demands. The proliferation of urban livestock—especially chickens, rabbits, bees, and goats—has posed particular regulatory challenges. Scant planning scholarship on urban livestock focuses mostly on how cities regulate animals, but few studies attempt to characterize urban livestock, ownership and management practices in the US in relation to these regulations. Our study addresses this gap. Transit serves as backbone infrastructure for many regional and local visions for sustainable urban development. Also, many modern policies predicate transit funding on the potential for transit-oriented development (TOD) near proposed infrastructure investments. However, little research has examined how TOD considerations have informed transit planning. This presentation discusses the results of recent dissertation research that fills this gap. Through multiple transit project case studies and interviews with nearly 100 transit planning professionals, this research categorized how transit projects across 19 U.S. regions were designed to foster TOD and how transit planning professionals identified TOD opportunities as projects were planned. This report summarizes the findings of a national project to examine the travel behavior, social capital, health, and lifestyle preferences of residents of neotraditional developments (NTD) compared to more standard suburban developments. We compare survey results from residents of matched pairs of neighborhoods in seventeen U.S. cities and towns, with each pair comprised of one NTD and one typical suburban neighborhood of similar size, age, and socio-demographic composition. The inventory was conducted between the summer of 2008 and spring of 2009 and is part of an ongoing movement to develop a more resilient, sustainable, and just food system in Oakland. Urban agriculture (UA) is spreading across vacant and marginal land worldwide, embraced by government and civil society as source of food, ecosystems services and jobs, particularly in times of economic crisis. ‘Metabolic rift' is an effective framework for differentiating UA's multiple origins and functions across the Global North and South. I examine how UA arises from three interrelated dimensions of metabolic rift—ecological, social and individual. By rescaling production, reclaiming vacant land and ‘de-alienating’ urban dwellers from their food, UA also attempts to overcome these forms of rift. Considering all three dimensions is valuable both for theory and practice.

This paper is a case study of the evolution of Oregon’s groundbreaking Transportation Planning Rule, from its adoption in 1991, up through present amendments. Our analysis is an assessment of how private- and public-sector investors grapple with the coproduction of the built environment under the constraints of a value system that emanates from the state, shepherded by litigious public interest groups. In this case, this value system is articulated in the Oregon administrative rule known as the Transportation Planning Rule. This Rule emphasizes a reduction in the reliance on automobiles and, among other things, requires a decrease in vehicle miles …
