The history of planning in Oregon in the latter part of the 20th century is in many respects a history of the state attempting to reassert its interests in local planning and zoning after having granted the power to plan and zone to local governments early in the 20th century. The Oregon land use planning program evolved as a means for ensuring that state interests in the use of resource land and the prevention of sprawl were carried out meaningfully through local planning and zoning.
