Integrated land use and transportation models have evolved along a spectrum with simplistic sketch planning models on one end and sophisticated microsimulation models on the other. While each type of these models has its niche, they are largely unable to balance the flexibility and realism of microsimulation and the speed and interactiveness of simple models. The Regional Strategic Planning Model (RSPM) aims to fill this gap by taking a microsimulation approach but making other simplifications, to model first-order long-term outcomes of land use and transportation quickly. MAP-21 and state laws are placing increasing emphasis on using comprehensive transportation performance measures that include mobility, safety, economy, livability, equity, and environmental to guide transportation decision-making. One of the toughest challenges keeping DOTs and MPOs from adopting comprehensive measures in the decision process is the lack of performance measures allowing consistent comparison of multimodal performance over time and across geographic areas. This project advances a transportation cost index (TCI) initially proposed by Oregon DOT from a proof-of-concept stage to implementation and operational use at the state, MPO, and community levels. As federal and state policies place increasing emphasis on using comprehensive transportation performance measures to guide transportation decision making, there is a gap in such measures of transportation and land use systems. This seminar reports the results from a research project aiming to fill the gap in the type of applications and policy areas covered by existing measures. This research aims to fill gaps in existing multi-modal performance measures for transportation and land use systems:
- As a supplement/replacement of traffic-centric measures such as LOS, travel delay;
- Recent federal and state legislations put more emphases on using of performance measures in transportation planning & operation: MAP-21, Oregon Job and Transportation Act (OJTA);
- Existing performance measures for transportation and land use systems, although now numerous, have their own limitation (Table 1), and leave important aspects and policy areas uncovered, for example, the balance of transportation investment between different modes and across geographical areas as mandated by OJTA

Recent federal and state policies are placing increasing emphasis on using comprehensive transportation performance measures to guide transportation decision making processes covering policy areas ranging from mobility, safety, economy and livability, to issues of equity and environment. While it is relatively easy to build consensus on mobility measures that center on the transportation system alone, it is much harder for performance measures to incorporate both transportation and land use, loosely defined as accessibility measures, even with continuous efforts to catalog and design such measures.
