For many workers, the decision to drive to work is an economically rational one that minimizes their commute costs. The vast majority of employers offer free workplace parking, with few in comparison offering benefits for transit, walking, biking, or other means of commuting. In effect, employers are incentivizing a behavior that increases roadway congestion, reduces physical activity, and increases emissions. Moreover, since lower-income households are less likely to own and have access to a private vehicle than moderate and higher-income households, free parking is a financial benefit that many lower-income employees cannot access.

This dissertation aims to formulate a mechanism for the relationship between the urban form and walking choice that can be consistent across contexts. The motivation is the lack of concordant results in the magnitude of the environmental influence on walking choice in urban areas found in the literature. The dissertation identifies a series of limitations in previous research that could cause mixed results in the magnitudes of the association. This research elaborates an approach to overcome these limitations by proposing a mechanism of the activity density over walking modal share by controlling for trip distance distribution. In just three years, e-scooters have substantially disrupted and altered the urban mobility landscape. Throughout this period, they have been commonly touted as part of a larger micromobility solution that promises to erase equity barriers and solve the first-mile/last-mile problem. However, few studies in the nascent e-scooter literature have considered these claims. In this study, we surveyed students at Portland State University (n = 1,968) about the role that e-scooters, among other modes, played in meeting their general and university-related travel needs. Portland State University has worked with the Portland Metro regional government periodically since 2005 to survey occupants of buildings for which developers had received funding from Metro’s Transit-Oriented Development (TOD) Program. This research extends upon the prior TOD surveys in Portland by revisiting a set of developments with a second wave of surveys to understand how the travel behavior of TOD residents may change over time, and what factors influence change in travel patterns. The second-wave surveys, coming 8-13 years after the baseline surveys, include five TODs in the west-side Portland suburbs of Hillsboro and Beaverton, two TODs in East …

Our research focused on understanding the travel behavior of individuals in complex urban environments. Specifically, we investigated how land use patterns and infrastructure influence how individuals across a broad range of travel abilities navigate through urban landscapes. Our overall project goal was to develop a transportation planning tool that allows users to simulate pedestrian travel behavior. Bicycle transportation has become a central priority of urban areas invested in improving sustainability, livability, and public health outcomes. Transportation agencies are striving to increase the comfort of their bicycle networks to improve the experience of existing cyclists and to attract new cyclists. The Oregon Department of Transportation sponsored the development of ORcycle, a smartphone application designed to collect cyclist travel, comfort, and safety information throughout Oregon. The sample resulting from the initial deployment of the application between November 2014 and March 2015 is described and analyzed within this thesis. 616 bicycle trips from 148 unique users were geo-matched to …

Dr. Smaglik is currently working on three separate transportation research projects at Northern Arizona University. This talk will touch briefly on each of the three projects, the concepts behind them, workplans, and expected deliverables. The projects include work with the Oregon DOT on the impact of less than optimal vehicle detection on adaptive control algorithms, development of a ped priority algorithm through a NITC project (as a Portland State subcontractor), and internally funded work on a power harvesting traffic sensor.

In recent decades skateboarding has expanded from recreation into a form of transportation. Skateboarders appear to use roadways much as other non‐motorized modes do. However, there is little academic research on the needs and characteristics of the skateboard as a mode. This research reports demographics, multi‐modal and travel behavior findings, and other data from an exploratory mixed‐methods study of skateboarding as a mode of transportation.

UMTA's Section 15 reporting requirements establish precision standards and corresponding sampling plans for estimating bus ridership at the system level. However, many transit providers are interested in recovering data with sufficient precision to permit ridership analysis at the route level. One outcome of extending a system sampling plan to route level data collection and analysis would be a large increase in the sample sizes required to achieve a reasonable standard of precision. The workshop attracted transportation planners from transit and regional planning agencies, consulting firms, and local governments. It explored the use of interactive graphics coupled with multi-modal transportation planning.

Several key aspects of the use of interactive graphics were explored in panel discussions and demonstration workshop sessions. These aspects included the evolution of interactive graphics technology, the structured application of this technology in implementation, the operational environment, impacts on planning agencies and future applications of this technology.

The demonstration of applications was made possible by use of Metro's EMME/2 system. Metro is the Metropolitan Planning Organization (MPO) for the Portland area. …
