Institutional design for local air quality management is an underdeveloped area for research and practice. Although the United States has more than a century of organizational experience managing air quality at the Federal level, the recent years have seen a surge of interest in addressing municipal-scale solutions. Without information about the institutional designs, governance structures, and implications of localizing air quality management, practitioners may face challenges reducing population exposure to air pollutants. This study seeks to quantify the effect of the University TRAX light-rail line on traffic near the University of Utah, providing quantitative data that can be used to shape future transportation policies aimed at reducing traffic congestion, energy consumption, air pollution, greenhouse gas emissions, and parking costs. Travel demand models have long been used to estimate and evaluate the effects of transportation improvements, like LRT investments, on network travel flows and times as part of long-range planning studies, using four-step models or more sophisticated urban simulation studies. Modeling Impact of Traffic Conditions on Variability of Midblock Roadside Fine Particulate Matter Concentrations on an Urban Arterial: This paper presents an innovative modeling of fine particulate matter (PM2.5) concentrations as a function of very high resolution meteorological and traffic data. Peak period measurements were taken at a mid-block roadside location on an urban arterial commuter roadway. To capture the impact of dynamic traffic conditions, data were analyzed at 10-second intervals, with substantially higher resolution than typical roadside air quality study designs. Contemporary Full Hybrid Electric Vehicle/Plug-in Hybrid Electric Vehicle/Battery Electric Vehicle (FHEV/PHEV/BEV) products use one or more DC/AC power converters, also known as traction inverters, to convert the DC voltage/current provided by the traction battery to the AC voltage/current to drive the traction motor(s). Large and bulky DC link capacitors are used at the input of the traction inverter to provide a smooth DC input voltage. Those DC link capacitors, occupying almost 50% of the space in the whole package, can contribute to more than 20% of the total cost of the traction inverter. There are increasing numbers of low-speed electric vehicles (LSVs) on public roadways. These vehicles are designed to be used within protected environments and on roadways with a maximum posted speed of 25 mph. Currently these vehicles are not subject to the same federal requirements for occupant protection as passenger cars. This research project investigated safety standards, operating regulations, and LSV manufacturer materials from sources around the world.
