Can Preference Policies Advance Racial Justice?, Amie Thurber, Lisa Bates, Susan Halverson

Mitigating the harms of gentrification to communities of color is a pressing challenge. One promising approach is preference policies that enable long-term residents to remain in or return to gentrifying neighborhoods. This mixed-methods study evaluates the City of Portland’s “Preference Policy,” which provides targeted affordable rental housing to residents displaced from a historically Black neighborhood. This paper draws on survey, interview, and focus group data to explore resident motivations, changes to well-being, and recommendations for improving the policy. Findings suggest preference policies can enhance well-being, and underscore the need for comprehensive strategies to advance racial justice in gentrifying neighborhoods.

North/Northeast Portland has long been the heart of Portland's Black community. By 2010, the area had lost two-thirds of its Black residents to displacement. In response, the City adopted a Preference Policy that prioritizes displaced affordable rental and homeownership applicants. This report describes findings from the first phase of a study to understand what difference this policy is making in the lives of residents.

This chapter presents a lesson which includes a case study highlighting the social, economic, and environmental injustices associated with the gentrification of Northeast Portland, Oregon, US. The reader will then engage in an exercise, which includes reviewing the suggested video clip and news article segment highlighting experiences of families caught up in gentrification in Northeast Portland. Finally, the reader will work through the associated questions and activities to achieve the learning outcomes.

When a nonprofit organization with nursing-home and assisted-living experience purchased a 30-year-old highrise apartment building in downtown Portland, Oregon, the new owners were faced with how to manage a building that provided housing to more than 200 older residents whom they knew very little about. As long-term care providers, they knew that older people were at risk for developing chronic illnesses, disabilities, and other factors that could result in moves to nursing homes, hospitalizations, and early death.
