This project examines Holgate Lake. Despite its natural hazard characteristics, the Holgate Lake area has not been immune to development pressure. Holgate Lake is an intermittent water body that forms when groundwater levels rise. Historical accounts show that the lake has formed at many different times in the last century. Because the lake fluctuates with the groundwater level, it is not necessarily present from year to year. In September 1998 Habitat for Humanity's director asked our team to conduct a feasibility study on the possibility of opening a Habitat Re-Store in Portland, a store that would re-sell used building materials. In addition to exploring that question in the traditional manner - considering issues of supply and demand, local competition and potential market niches -- we found ourselves compelled by a deeper exploration of the possibilities.
