The Impact Of New Light Rail Service On Employment Growth In Portland, Oregon, Lahar Santra

This study quantitatively examines the impact of the new Light Rail Transit (LRT) service on employment growth in retail, knowledge, and service sectors before and after opening the LRT. At the corridor level, this study conducts a case study of Greenline in Southeast Portland, Oregon. The results of the corridor level study suggest that the new LRT service increased employment along the Greenline corridor among all the three sectors of interest- retail, knowledge, service in the long-term (ten years) while having slightly different results for the short-term (five years), likely due to the slow growth of LRT benefits. The National Street Improvements Study, conducted by PSU in conjunction with PeopleForBikes and consulting firm Bennett Midland, researched the economic effects of bicycle infrastructure on 14 corridors across six cities — Portland, Seattle, San Francisco, Memphis, Minneapolis and Indianapolis. The study found that improvements such as bicycle and pedestrian infrastructure had either positive or non-significant impacts on the local economy as measured through sales and employment. Many cities across the country, as part of Complete Streets initiatives or to promote community livability and environmental sustainability, have engaged in street improvement or transportation infrastructure upgrade projects that increase access and mobility for pedestrians and bicyclists through a reduction of on-street parking or traffic lanes. With various transportation modes competing for scarce resources (including right-of-way and transportation funding), city planners and transportation agencies often struggle with how to justify these infrastructure investments for non-motorized modes such as bicycling and walking, particularly when driving is still the predominant mode of transportation in most cities. In recent years, the field of workforce development has emerged as a distinct area of policy and practice. While planning scholars have begun to engage with the workforce development field, its relevance and points of connection to planning scholarship remain underexplored. This article attempts to define the workforce development field by articulating its core concerns as well as its domains of practice and scholarship outside the planning field. The article locates workforce development within three stands of planning scholarship, concluding that workforce development represents an important bridge for planners between “place” and “people” prosperity within communities.

The objective of this study was to explore a new method of analyzing the performance of substate economies. A major limitation of conventional analyses of economic diversity and growth is the reliance on static measures of economic structure. Such measures do not capture the patterns of growth dynamics or structural change the region may be experiencing.
