Middle Neighborhoods (MNs) are generally recognized for their safety, stability and affordability for residents. They also provide an important opportunity to give lower-income populations access to affordable housing and an overall higher quality of life, but the number of MNs is declining throughout the U.S. Recognizing these opportunities and challenges regarding MNs, the research team set out to fill in the existing knowledge gaps about which public policies and programmatic activities are effective at 1) stabilizing MNs and 2) providing equitable access for lower-income and marginalized populations to join and stay in MNs.

FRONT International Cleveland Triennial for Contemporary Art 2022 public art exhibit ran from July 16 through October 2, 2022. The FRONT exhibit takes place every three years and this iteration, Oh, Gods of Dust and Rainbows, was displayed in Cleveland and Akron, OH at a variety of locations through partnerships with museums and other institutions in the region. This study uses a multi-regional input-output (I-O) model to estimate the effect of the exhibit on the economies of the Cleveland-Elyria-Mentor and Akron Metropolitan Statistical Areas. The study reviews state science and innovation policies across the United States. This research informs the state of Ohio innovation initiatives on the landscape of science and innovation federal and statewide policies in other states, highlights similarities and differences of the policies, and develops a typology of the policies. Special attention is given to the group of benchmark states for Ohio. The research was presented to JobsOhio and other attendees at the CIPPO conference on July 13, 2022.

Youngstown faces a transforming economy, contributing to a growing workforce gap in the region as legacy industries invest in advanced technologies requiring new and increasingly specialized skills. This report identifies Youngstown industries that provide opportunities for workforce development through analysis of regional wage and productivity trends between 2019 and 2020, as well as an examination of regional competitive advantage using shift share analysis. We found that seven of the region’s forty-seven economic base and aspirational industries demonstrated strength in all three areas of analysis, with strong representation from within the manufacturing sector and related industries like construction suppliers and equipment …

This study examines the changes in four of Ohio’s economic sectors from 2019 to 2020 in order to analyze the effect of COVID-19 Ohio supply chains. Through this analysis, our goal is to identify changes during the pandemic and determine future growth opportunities in Ohio’s supply chain. The four sectors chosen to be studied are High Tech and Innovation, Agriculture, Manufacturing, and Health Care. Each of these four sectors includes several industries; High Tech and Innovation includes 6, Agriculture includes 19, Manufacturing includes 328, and Health Care includes 10.

This publication details the state of Toledo’s Entrepreneurial Ecosystem (EE) through the lenses of service providers and clients. The Center conducted a total of 12 interviews with service providers across the Toledo EE to uncover the strengths, weaknesses, and gaps in the services the Business Growth Collaborative (BGC) provided. We combined this with survey responses from entrepreneurs in the region to identify how their perceptions of the EE were consistent with and differentiated from those of the service providers. This report closes by providing actionable items for the BGC to pursue that directly address the gaps in support.

This study focuses on Ohio companies with an Employee Stock Ownership Plans (ESOPs) - the most common form of employee ownership in the U.S. Literature on the positive impacts of employee ownership at the individual and company level has grown in recent decades finding that individual employee-owners have longer tenure, more household wealth, higher wages, larger retirement accounts, and opportunities to participate in company decisions. At the company level research finds that employee-owned companies perform better than conventional companies on several performance metrics including overall survival rates, productivity, employment growth, and sales. Dr. Iryna Demko, Research Associate at the Center for Economic Development, testified at the hearing of the U.S. House Committee on Small Business on the Paycheck Protection Program. The Paycheck Protection Program (PPP) has been one of the largest economic stimulus programs in U.S. history. In 2020 and 2021, the SBA disbursed over $800 billion in Paycheck Protection Program (PPP) loans to help small businesses keep their employees on payroll during the Covid-19 pandemic.

A recent report conducted by the Center for Economic Development examined the structural and policy factors of economic growth in mid-sized metropolitan areas (MSAs). The Center used factor analysis as a data-reduction technique to identify five factors influencing mid-sized regional economies: 1) Innovation and Talent, 2) Entrepreneurship in High-Cost Areas, 3) New Residential Centers, 4) Retirement Destinations, and 5) Polarization. These factors were related to changes in regional employment, gross regional product (output), and per capita income. Ohio is home to 452 cooperatives, including some of the largest agricultural co-ops in the country, and is the birthplace of rural electric cooperatives in the U.S. However, prior to this analysis there was little information about the economic impact of those cooperatives on the state’s economy. The research team used various public sources and interviews to gather data on 58 agricultural and food cooperatives and 25 rural electric cooperatives in Ohio. This study found that agriculture, food, and rural electric cooperatives supported an estimated 12,910 full-time and part-time jobs in the state, attained $875 million in labor income, and …

The Center for Economic Development at Cleveland State University conducted this analysis to determine opportunities for the Youngstown economy in the supply chains of Northeast Ohio and Pittsburgh economies. Youngstown can account for a greater share of input purchases from the NEO and Pittsburgh regions by focusing on Nonferrous Metal (Except Aluminum) Production and Processing, Alumina and Aluminum Production and Processing, and Plastic Product Manufacturing. Youngstown can develop its economic ties with Pittsburgh’s economy in its aspirational sector – Financial Services.

Over 85 million worldwide confirmed cases of COVID-19 have been reported in a single year (2020) with more than 1.8 million of those cases resulting in death. The United States reported over 20 million confirmed cases in 2020 with over 300,000 deaths. This is a public health crisis that has resulted in widespread government response including event cancellations/prohibitions, stay-at-homes orders, the closure of nonessential businesses, and more. In the United States, millions of people have tested positive for COVID-19, and over 200,000 people have died from the virus. While Ohio’s governor and director of public health have been credited for their quick decision-making in response to the pandemic, Ohio’s communities still suffered, with well over 100,000 cases and thousands of COVID-19-related deaths statewide.

The Worker Adjustment and Retraining Notification (WARN) Act is a law designed to protect workers against employment losses. Employers are required to provide employees with a 60-day notice in the event of plant closings and mass layoffs. When analyzing economic development, we must consider both the factors that can be changed through policy and those that cannot. The economic trends in Northeast Ohio (NEO) over the last 20 years are typical of the Midwest region, with a positive increase in output outpaced by the state of Ohio, and the United States. The double recessions of 2001 and 2007-2009 show a deeper output decline in NEO than in comparable Midwest regions and the United States. Traditionally, industries with high regional specialization that have a competitive advantage and drive regional economies are called economic base industries. Economic impact estimates the benefits within the regional economy generated by an economic activity of an entity for an affected region. This study uses an input-output (I-O) model to estimate the effect of NASA Glenn Research Center’s spending on the economies of Northeast Ohio (NEO) and Ohio. This model measures economic impact in terms of growth in output (sales), value added (output less intermediary goods), number of new and supported jobs, labor income, and tax revenues.

Wealth-creating industries are the backbone of the regional economy; they contribute to economic growth, personal wealth, and regional competitive advantage. For an economy to stay vibrant and competitive, it is essential to identify these industries so that strategic policies can foster and support regional growth. Three regional groups of drivers were identified in Northeast Ohio (NEO): Professional Services, Growing Legacy Manufacturing, and Oil and Gas. These groups, known as Groups of Regional Driver Industries (GRIDs) were identified using statistical analyses and data-driven insights for 2013 to 2017. BorderLight International Theater Festival is a 501(c)(3) nonprofit established to launch a summer festival of contemporary international theater in Cleveland beginning in July 2019. Co-directors Dale Heinen and Jeffrey Pence have spearheaded BorderLight’s inception and programming. The summer of 2014 was an exciting time full of announcements and transitions for the City of Cleveland, marking the return of LeBron James to the Cleveland Cavaliers and the Republican National Committee selecting Cleveland to host the 2016 RNC Convention.
