This case study evaluated the effectiveness of the community organizing techniques used by the Community Coalition for Environmental Justice (CCEJ) in promoting the principles of grassroots organizing in its work in the South Park neighborhood of Seattle, Washington. This campaign, part of the SouthSeattleToxics Project, focused attention on the pollution caused by the Long Painting Company's activities. The CCEJ used traditional community organizing techniques to help South Park residents oppose this pollution; the residents formed their own organization to monitor progress even after the offending company has left town. Prior TransNow funded research by Portland State University (PSU) and the University of Washington (UW) in cooperation with Tri-Met, the transit provider for the Portland metropolitan area, has utilized a rich set of archived data from the Automatic Vehicle Location (AVL)-based Bus Dispatch System (BDS). Tri-Met is one of the few transit agencies that archive AVL data for analysis and research.

The effects of homeless assistance services at the local level are tremendously difficult to ascertain. In this study, a four-month sample of homeless persons served by a local homeless shelter and case management program were contacted nine to eleven months after receiving services. The findings suggest that the program had some initial success in assisting the homeless clients to locate housing within the first year after leaving the shelter. However, the housing costs paid by these formerly homeless were quite high, with nearly three-quarters of them spending forty percent or more of their income on housing.

Food banks and other private feeding programs have become an institutionalized component of the social welfare system in over 190 urban areas in the U.S. More recently, private food assistance has gained importance in rural areas as well. The density and capacity of agencies to serve the poor is higher in urban areas than in sparsely populated rural locales where distance and dispersal tend to be barriers to supplying and accessing donated food. Rural food distribution strategies thus must be qualitatively different than those in larger communities, because of the smaller-scale, more informal distributional system. As parents and educators demand more choice programs in their school districts, it is important for district officials to govern issues around equal access. When specialty programs are designed by grassroots groups and school staff without district-level guidance or funding, as it is in Portland, Oregon, equal access provisions can be overlooked resulting in lower ethnic and socio-economic diversity.

This paper presents the estimation of travel time on highways based on macroscopic modelling. The focus is on real-time values as compared to average or static values. The macroscopic models are used for distributed and time/space lumped settings and corresponding travel time estimation functions and algorithms are developed. The implications of these algorithms for the implementation of various incident management and traffic control strategies are also discussed.

A review of Oregon's Measure 7 ballot initiative, its history, and future impacts. The measure, which was on the state ballot in 2000, was the most sweeping property rights measure ever seen in this country's history. Although the measure passed, it was later ruled unconstitutional, and was being reformulated for inclusion in the upcoming November election.

We have used geographic information systems (GIS) technology to map the distribution of votes in each election precinct across the region for the presidential race and all the measures on the Oregon ballot. The Americans with Disabilities Act (ADA) ordered local governments to make bus and train systems more accessible to the disabled. The ADA imposed costly requirements upon local public transit systems but did not give local governments funds with which to satisfy this mandate. By reducing the funds available to transit systems, the ADA has sometimes forced cutbacks in transit service for everyone (including, ironically, the disabled to the extent that disabled people were able to use public transit before the ADA's enactment). Thus, the ADA has occasionally been counterproductive.

The root cause of the ADA's inadequacy is that the ADA …
