Property taxation in the United States is a critical issue warranting examination because it involves the directed distribution of government costs and benefits for citizens. The central question exists: Why are Illinois’ property taxes so high? Path dependence was explored as a theory to explain Illinois’ property tax reliance issues, asserting that as local governmental units in the State face budget limitations, they find alternative revenue streams. For example, restricted powers could lead to the development of quasi-governments, which are known as special-purpose districts. This paper examines three case studies from different areas of the western United States to analyze the challenges and opportunities associated with redeveloping underutilized or abandoned golf courses. By examining how different communities from across the region have approached this process, this study aims to inform city planners, developers, policymakers, and other stakeholders about the intricacies and potential pitfalls of this process. It concludes with a list of necessary considerations for the redevelopment of any golf course and recommends best practices to follow throughout the process of redevelopment.

Despite a growing interest in belonging, immigration and urban scholarship has yet to develop an empirically grounded, spatially sensitive, and complex theorization of the concept itself. Drawing on a comparative case study of two disempowered cities – Bielefeld, Germany, and Detroit, US, – this dissertation analyzes how and to what extent forcibly displaced Yazidi and Chaldean Iraqis develop a sense of belonging. Since the beginning of the COVID-19 pandemic in 2020, insurgent roller-skating has 're-emerged' as a popular use of urban space. Drawing on spatial justice theories, futures literature, and queer spatial theory, this study theorizes a four-part just futures framework to analyze the nuance and tension within the roller-skating scene in Portland, Oregon. The purpose of this qualitative study was to understand how the COVID-19 pandemic impacted youth experiencing homelessness (YEH). During the coronavirus outbreak, millions of people’s health worldwide was negatively affected. In addition to poor physical health, society’s mental health was affected by political discourse, viral mitigation factors, social distancing, and distrust of both the media and government. Decades of research with those experiencing homelessness suggest that the housing insecure suffer from a litany of poor outcomes. This dissertation is a case study of New Orleans East, a collection of diverse suburban neighborhoods that comprise the easternmost part of New Orleans. This interdisciplinary research study chronicles the growth and decline of “The East” to more generally understand the challenges facing Black middle-class suburbs. Decades-long mischaracterizations and overstated negative perceptions of The East persist, unjustly and unceasingly detracting from economic development and prosperity and exacerbating the inequities that have long plagued the city’s Black residents. Loewen’s book Sundown Towns: A Hidden Dimension of American Racism, released in 2005, calls out cities across the United States for their historically discriminatory practices of excluding Black and other non-white individuals from living within city borders, either through formal exclusionary policies or informal methods. Cities often enforced this exclusionary practice through violence and intimidation, leading to “all-white” communities throughout the United States. The belief was that these communities should be “sundown” or “sunset” towns, where people of color were not allowed after dark.
