This study examines the applicability of Michael Lipsky’s (1980) concept of “street-level bureaucracy” to the profession of social work in 2019. Street-level bureaucrats are public service workers “who interact with citizens in the regular course of their jobs; have significant independence in decision making, and potentially have extensive impact on the lives of their citizens” (Lipsky, 1980:3). They are faced with uncertainties in their work related to inadequate resources, unclear policies, and caseloads/workloads that defy what may be possible to achieve by any one worker. This dissertation explores the topic of urban policies relating to worker-owned cooperatives, and the political conditions surrounding worker-owned cooperatives in American cities. The topic is studied through a comparison between two case study cities: Cleveland, Ohio and Jackson, Mississippi. Through the collection of public records and interviews with policymakers, analysts, and community activists, this study details the current policy status towards worker-owned cooperatives and the political context for the worker-ownership movement in each city. While elegant frequency domain analytical methods are available for stability analysis of classic deterministic linear car-following models, there lacks an analytical method for quantifying the stability performance of their peer stochastic models and theoretically proving oscillation features observed in the real world. This dissertation is comprised of three papers that collectively explore the relationship between remote work, or people that work from anywhere, and regional economic development. The first paper measures remote occupational employment in the United States with Census microdata and a shift-share model to decompose the share of occupational growth attributed to remote work. Findings indicate remote work has grown significantly since 2000, with the most pronounced growth in high skill jobs. However, whether these benefits are distributed throughout society in a fair manner is still an open question. This study presents a methodological framework for assessing the equity performance of bike-sharing systems, with Coast Bike Share system in southern Tampa as a case study. The framework integrates three different datasets: bike-sharing infrastructure, individual travel itineraries and individual sociodemographic attribute data. The primary purpose of this study was to determine the influence of selected demographic, environmental and infrastructure factors on the incidence and severity of traffic accidents involving a motorized vehicle and a non-motorized (pedestrian or bicyclist) individual. Identification of influential factors can aid in developing more effective countermeasures, targeted education and training programs to reduce the fatality and injury risks to vulnerable road users. A total of 9,538 crash data records involving vulnerable road users and motor vehicle drivers were utilized in this study.

A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Clientelist networks are critical to how incumbents exploit state assets to remain in power. When the informal relationships of clientelist parties undermine the formal institutions of the state, the regime is no longer democratic, even where competitive elections take place. The purpose of this research dissertation is to compare the effects of using small, medium, and large cordon designs in road tolling on residential and commercial neighborhoods in Portland, Oregon. Changes in land use patterns are assessed by comparing the projected output of each cordon scenario to a "no toll" alternative in 2035. The performance of each cordon design is tested using two different prices ($1.65 and $8) and compared to a default scenario 25 years after the initial implementation in MetroScope's year 0, 2010. The influx of immigrant Sicilians into southeastern Louisiana in the nineteenth century resulted in a parallel rise of the French Quarter as a culinary destination. Through an analysis of menus, recipe books, city directories, newspapers and census rolls, this work maps the growing influence of Sicilian farmers, vendors, and restaurateurs on New Orleans foodways.
