This plan proposes designing and developing a new park in Chesterfield County that will promote sustainability in its design and implementation, as well as provide a stepping stone to promote these practices throughout Chesterfield County parks. This plan achieves this by providing research, concepts, and recommendations centered on the three Es of sustainability: environmental quality, social equity, and economic efficiency.

In this paper, we present an experiment-based design to examine the dynamics of group decision making. The experiment-based design on group decision making that we put forth provides a path for understanding collective decision making. Understanding more about the dynamics of collective decision making will benefit public policy making and design of roundtable discussions, which can enhance communication and cooperation on important issues such as the design and placement of transportation infrastructure, hospitals facilities, and housing for the homeless, and many others.

Through the Center for Economic Development's research, consulting and technical assistance efforts, it has become increasingly apparent that increased knowledge concerning the revitalization of old mills and mill communities is necessary. The problem is particularly acute in smaller communities and in areas of slow growth, where problems and solutions are addressed differently than larger towns near urban locations. The purpose of this symposium was to gain an understanding of the methods that can protect and enhance mill character and the economic viability in mill communities. An Empirical Analysis Of Cost Recovery In Superfund Cases: Implications For Brownfields And Joint And Several Liability, Howard F. Chang, Hilary Sigman

Economic theory developed in the prior literature indicates that under the joint and several liability imposed by the federal Superfund statute, the government should recover more of its costs of cleaning up contaminated sites than it would under nonjoint liability, and the amount recovered should increase with the number of defendants and with the independence among defendants in trial outcomes. We test these predictions empirically using data on outcomes in federal Superfund cases. Theory also suggests that this increase in the amount recovered may discourage the sale and redevelopment of potentially contaminated sites (or “brownfields”). We find the increase to …

The National Ocean Economics Program (NOEP), in cooperation with the California Coastal Conservancy and the Ocean Protection Council (OPC), completed this study to provide an inventory of state expenditures for the coast and ocean for fiscal years 2005-06 (FY 2006) and 2006-07 (FY 2007). The purpose of the study is to understand where current public investments are being made and whether further investments need to occur to be consistent with the OPC Strategic Plan as well as those of various state programs.

In 2005, insured losses from hurricanes and other catastrophes were greater than in any other year in U.S. history. NOAA’s National Hurricane Center estimates that $85 billion of total damages resulted from Hurricanes Katrina and Rita alone. One year later, the region affected by these two hurricanes still struggles to recover, both as a place to live and as a viable economy.
