This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the Oregon City School District (OCSD). The study includes analyses of population, housing and enrollment trends affecting the District in recent years, discussion of recent and current housing development, and forecasts of district-wide and individual school enrollments for the 2022-23 to 2031-32 school years. District-wide high, middle, and low forecasts for 2022-23 differ by how many how many of the students who left OCSD schools during the COVID-19 pandemic will return. This report presents a range of three scenarios of district-wide enrollment forecasts by grade level for the Oregon City School District (OCSD) for the 10 year period between 2020-21 and 2029-30. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle series are also presented for the 10 year period.

The main body of this report presents Oregon City School District (OCSD) district‐wide and individual school forecasts prepared by the Portland State University Population Research Center (PRC) for the 2012‐13 to 2021‐22 school years. The forecasts were prepared in March, 2012, before the school board’s April 16 vote to close Mt. Pleasant and King Elementary Schools and move 6th grade to middle schools. Therefore, the school forecasts represent the status quo as of March, including forecasts for the closed schools and for middle schools consisting of 7th and 8th grade only. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years and forecasts of district-wide and individual school enrollments for the 2009-10 to 2013-14 school years. The Oregon City School District (OCSD) enrolled 7,635 students in Fall 2008, a decrease of 77 students (1.0 percent) from Fall 2007. The Oregon City School District (OCSD) enrolled 7,764 students in Fall 2006, a decrease of 189 students (2.4 percent) from Fall 2005. Much of the K-12 decrease was due to a relatively small kindergarten class entering and a large 12th grade class graduating. Also, the figures do not include enrollment at the District’s two charter schools, both of which opened in Fall 2006 and enrolled some students who were previously enrolled in districtrun schools.
