The foreclosure crisis in the U.S. has resulted in immense economic and social losses for individuals and neighborhoods. Some neighborhoods face long-term declines in population and economic activity that have been compounded by the foreclosure crisis. How can government and non-profit organizations design responses to neighborhood distress that reflect distinctive community characteristics and are consistent with long-term policy and planning goals? In this talk, I discuss alternative decision modeling strategies that support neighborhood health. Where foreclosure responses are likely to ensure that neighborhoods remain vital places for residential housing, productive strategies may include property acquisition and redevelopment. This chapter is an empirically-informed discussion of relevant social theory for examining the phenomenon of lifestyle migration in the United States in both rural and urban settings. Specifically, the chapter explores key explanatory models born of research into so-called non-economic migration occurring since the early twentieth century—models that may be characterized as primarily either production or consumption oriented in their emphasis—as a context for outlining an integrated approach. This study found that – based on certain configurations of communities and cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Highland Heights, Lyndhurst, Mayfield Heights, Mayfield Village and Richmond Heights, Ohio. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. Smart Growth In Two Contrastive Metropolitan Areas: A Comparison Between Portland And Los Angeles, Hongwei Dong, Pengyu Zhu

This study compares urban landscapes in the Portland and Los Angeles metropolitan areas at the neighbourhood level by operationalising six smart growth indices and mapping their spatial distribution patterns and time trends. Analysis results show that the two metropolitan areas have both strengths and weaknesses in different aspects of smart growth. Most neighbourhoods in both regions do not excel in all six smart growth measures: they are at the high ends of some smart growth indices but at the low ends of others. This paper argues, first, that most housing problems—in Boston and throughout the nation—are ultimately the result of the squeeze between inadequate incomes, on the one hand, and the cost of profitably providing housing on the other. It is also argued that housing cost and incomes together are the most decisive determinants of the overall quality of life of families and communities. Paradoxes Of Democratisation: Environmental Politics In East Asia, Mary Alice Haddad

This chapter examines environmental politics in four polities that run the full spectrum of political regimes: mainland China (authoritarian), South Korea and Taiwan (newly democratic), and Japan (mature democracy). The chapter argues that variation in environmental politics in each place resulted primarily from the timing of their environmental movements, with subsequent movements learning from predecessors and gaining increasing access to global NGO networks. Paradoxically, when environmental movements became linked to democratization movements (in South Korea and Taiwan), they also became linked to political parties, which hindered access to government policymaking when non-allied parties were in power.
