Riverview Community Park began as an illegal DIY skatepark in the Maymont neighborhood of Richmond, Virginia. Now, although it is a city park, it is still entirely managed by volunteer community groups (skateboarders, the neighborhood Civic League, and a community garden) who view the park as a creative, experimental community-led spatial project. Due to a dearth of communication between the three groups, the park has suffered political strife between the groups and a chaotic physical atmosphere. This project explores cities as urban ecologies of communication in which crises emerge and are given significance within the dialogic relations cultivated among public actors attempting to make a living, together, within the shared historical-cultural contexts of everyday life. To describe cities as urban ecologies of communication is to describe them in terms of urban communication and its interdisciplinary foundations in the study of rhetoric, philosophy, planning, policy, architecture, sociology, geography, and media. A walking tour of downtown Portland in August 2021 raises questions for the writer about the purpose of “memory activism,” its relation to writing-as-activism. Drawing on critiques of urbanist Jane Jacobs and interrogating the concept of “reckoning,” the essay explores ways in which the streetscape and people there can deliver meaning and pose questions about systemic racism and unsheltered existence.

Despite the strides made towards addressing climate change through greenhouse gas (GHG) emissions reduction strategies, it has become increasingly apparent that attempting to mitigate the crisis in such a manner alone is insufficient. This thesis joins a growing body of research on how our societies must adapt to a changing climate, contributing more evidence on common barriers to adaptation and how they might be overcome. Through an attempt to evaluate the progress made towards mainstreaming, or integrating, climate change concerns into five Virginia MPOs’ long-range transportation plans (LRTPs), this study provides support for prior hypotheses around the potential for MPOs …

Public parks provide cities with environmental benefits, positive health effects, recreational opportunities, community building, educational spaces, and public amenities. However, certain populations have been systematically denied their fair share of these benefits because of unjust practices in the creation and maintenance of urban parks. With a lens of environmental justice, the goal of this research was to assess park quality and accessibility of two Connecticut cities, Hartford and New Haven, by gathering publicly available information as well as using GIS tools.

This study investigated the effects of CDC housing revitalization programs in Hartford and New Haven, CT on neighborhood stability. Using a combination of quantitative and qualitative data, this study sought to connect the observed impacts in Hartford and New Haven with the literature on revitalization in formerly industrial cities. Data on three key indicators of neighborhood stability (property values, owner occupancy rates, and vacancy rates) were collected for the time period spanning 2000 to 2019. Software powers the modern urban planning department. However, the majority of academic attention on software in the planning profession has focused on highly specialized land use models, ignoring the importance of common applications that most planners rely upon throughout their workdays. The beautiful port city of Valparaíso, Chile is home to 42 colorful hills that overlook the Pacific Ocean. This unique city, however, is also home to multiple disasters, including urban and forest fires, tsunamis, landslides and earthquakes. This descriptive study explores the case of the 2014 “mega-fire” that destroyed 3,000 homes and affected the lives of 11,000 residents. Through five semi-structured interviews and the review of several academic and official documents, the present study analyzes the process of post-disaster reconstruction, seeking to understand the habitability and the resiliency of the reconstructed houses and neighborhoods. This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Through an analysis of building sales and extreme rent inflation embedded in a historical and contemporary analysis of zoning and the influence of real-estate developers and owners on these processes, this thesis paints a dire picture of the risks faced by the mostly-Dominican-American renters in Inwood. While there exists extensive assessment of urban heat, we observe myriad methods for describing thermal distribution, factors that mediate temperatures, and potential impacts on urban populations. In addition, the limited spatial and temporal resolution of satellite-derived heat measurements may limit the capacity of decision makers to take effective actions for reducing mortalities in vulnerable populations whose locations require highly-refined measurements. Needed are high resolution spatial and temporal information for urban heat. In this study, we ask three questions: (1) how do urban heat islands vary throughout the day? The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community. To promote collaborative urban planning, the United States Federal Government requires that city and regional governments consult communities affected by planning processes. Neighborhood associations were originally created to engage community members in local social justice issues in order to meet this mandate. Relying on these organizations raises questions about whether they fulfill their potential: what role do community members play in urban planning? This thesis demonstrates that New Urbanism is both an advisable and feasible method for reducing carbon emissions to mitigate global climate change. New Urban areas commonly generate lower carbon emissions compared to conventional suburban development due to lower car use and higher levels of walking and use of other forms of transportation. Economic and political feasibility of New Urban development is determined by analyzing case studies, housing price premia, financing, and fiscal impact. Vision Zero Oregon (VZO) is a street safety philosophy that aims to create streets where no one will be killed or seriously injured. Vision Zero Oregon prioritizes road safety above all else. Every life is worth more than an increase in speeds or road capacity for vehicles.
