Urban systems involve a multitude of closely intertwined components, which are more measurable than before due to new sensors, data collection, and spatio-temporal analysis methods. Since the 1950s, the primary focus of planners and traffic engineers has been to address the growing problem of traffic congestion caused by the suburban traveler coming into and out of downtown. Emergent economic development policies reflect the challenges urban growth coalitions face in attracting the footloose tech-entrepreneurs of the global economy. This convergence between the focus on place and the harnessing of global capital has led to the proliferation of innovation-igniting urban developments (IIUD)—place-based economic development strategies to boost the local knowledge economy. Economic developers are using IIUD strategies to convert areas of the city into entrepreneurial “launch pads” for innovation. After decades of neglect, several U.S. states have increased support for regional development planning, creating new programs, organizations, and funding streams to support it. Analysis of programs in three states (New York, Michigan, and Indiana) shows similarities among them as well as contrasts with prior episodes of state-led regional planning. The new programs deliberately sidestep older regional planning organizations like COGs and RPCs in favor of new organizations with larger roles for the private sector and greater access to public funds. The goal is to identify directions and locations of potential growth, assess infrastructure and public service requirements, and ensure the integration of the new developments with the existing city structure. Transportation network companies (TNCs) like Uber and Lyft position themselves as a complement—rather than a detriment—to existing public transportation. Since the launch of TNCs, however, public transit ridership in major cities has steadily declined. This severely impacts economically disconnected residents, who often do not own automobiles and therefore rely on public transportation. The decline of public transit, coupled with the growth of TNCs, thus begs the question: Do TNC services complement or substitute public transportation in serving economically disconnected urban residents? On average, one-third of former offenders will return to prison for re-offence within three years of their release (Bureau of Justice Statistics 2018). Chicago’s Little Village community bears the heavy burden of environmental injustice and racism. The residents are mostly immigrants and people of color who live with low levels of income, limited access to healthcare, and disproportionate levels of dangerous air pollution. Before its retirement, Little Village’s Crawford coal-burning power plant was the lead source of air pollution, contributing to 41 deaths, 550 emergency room visits, and 2,800 asthma attacks per year. Having an eviction record “blacklists” tenants from finding future housing. Even renters with mere eviction filings—not eviction orders—on their records face the harsh collateral consequences of eviction. This Note argues that eviction records should be sealed at filing and only released into the public record if a landlord prevails in court. Juvenile record expungement mechanisms in Illinois serve as a model for one way to protect people with eviction records. Recent updates to the Illinois juvenile expungement process provided for the automatic expungement of certain records and strengthened the confidentiality protections of juvenile records. I analyze evidence not only as an epistemic phenomenon, but as an aesthetic one, as well. Convincing an audience that the world is (or should be) one way and not another requires that knowledges be stacked, extended, and stitched together in a manner admissable to an audience. Some Notes on Congruency is an examination of the seemingly arbitrary methods in which the built environment facilitates order among its inhabitants (eg., parking lot striping, roadway signs). Asphalt fissures observed at the main intersection in Red Hook, NY were used as a starting off point for making the photographs contained within this book. A lens with a focal length that closely resembles the range of human vision was used to communicate the experience of discovering fissures from my perspective as a pedestrian and motorist. With rapid urbanization, environmental problems like green space shortage and urban flooding become prevalent. Identifying effective policymaking and implementation is critical in order to solve these problems. This dissertation addresses four theoretical topics in the context of urban green infrastructure: policy entrepreneur, institutional response to club goods, quasi-public-private partnership, and policy goal ambiguity. Each is exemplified by a causal case study. Data were collected through participant observation, field trips, semi-structured interviews, and crowdsourcing.
