The City of San Luis Obispo faces an ongoing housing production shortage and housing affordability crisis that has been afflicting jurisdictions across State of California for a prolonged period of time. This project is an assessment of social vulnerability to sea-level rise in the unincorporated coastal area of the County of San Luis Obispo (County) using geospatial and statistical analysis. The intention of this assessment is to inform local climate adaptation efforts now required by state legislation. A social vulnerability index was generated at the Census block group level using 32 variables positively correlated with social vulnerability. regulations of five Planned Developments in the City. This problem arises

from these regulations being included in a 167-page appendix at the back of

the City’s Development Code. This appendix includes the original approvals

The inclusion of formal public space planning into slum upgrading schemes can act as a catalyst for dweller-initiated housing improvements. While municipalities that choose to upgrade their slums are primarily concerned with supplying bare necessity infrastructure—such as water, sewage, and paving—most upgrading schemes ignore the reality that slum communities are complex, integral components of the urbanization process. The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region.
