Mills and factories in the United States have steadily been closing down as industry is outsourced in the globalized economy. Cities that were once prosperous face decay and often have no hopeful future outlook. Post-industrial towns face major unemployment and poverty and are not typically places for re-investment. But Rust Belt cities like Baltimore, Buffalo, Pittsburgh, Cleveland, Cincinnati, Detroit, Milwaukee and St. Louis are not the only post- industrial hubs that are struggling. This thesis examines the impact of planning a potential new urban university campus in Springfield, Massachusetts on the city’s long term goals for urban revitalization. By exploring a collaborative and community-oriented process for higher-educational development, I propose a dynamic model that could work as a catalyst for urban revitalization.

Renewing Spokane: A Study Of Motivating Forces Behind Downtown Revitalization Projects, Kara K. Mowery

This study examines the motivating forces behind downtown urban renewal projects through qualitative interview research. Using Spokane, Washington, as a case study, interviews were conducted with key players in downtown revitalization, including public administrators, private developers, and non-profit representatives. While neoliberal theory indicates that economic return serves as the primary motivation for investment, interview questions were designed to uncover whether additional motivating factors stimulate renewal work. Results indicate that those conducting renewal projects are primarily motivated by economics, but additionally cite heritage preservation values and community development as significant factors. In an attempt to practice inclusive planning, this research project explores whether Broadway Avenue functions as an ethnic commercial strip and identifies social, physical, and economic components that contribute to the Latino neighborhood/ barrio. Using pilot studies Loukaitou-Sideris (2000), Loukaitou-Sideris (2002), Rojas (1993), Manzumdar et al. (2000), Main (2007), and Fernando (2007) as a foundation, this research uses a single case study in addition to several research methods: 42 random surveys, literature review and analysis, site observations/pictures, and land use survey.

In 1990 many in Colquitt, Georgia considered themselves to be a dying town due to the loss of jobs and outmigration that occurred when labor intensive farming transitioned to the machine. In response citizens brought in a theater director from Chicago who helped them launch a performance series of inclusive stories that were acted by local volunteers. The resulting series called Swamp Gravy has run from 1992 to present (2012), and has led to purported claims of community revitalization. The city of Las Vegas is attempting to revitalize downtown through a creative economy by bringing cultural and experiential activities to the area in a mixed use arrangement with residential, business and civic uses. This study looks at the possibility of not only revitalizing downtown, but on it becoming a true creative milieu - a place that fosters creativity and innovation. It does so by first identifying three major forces working upon the realization of these goals: 1) the regional socio-economic conditions, 2) the government strategies, and 3) the creative population's participation.
