The Portland “Green Loop” is a proposed 6-mile linear open space running through the heart of the city, connecting existing and new open spaces, parks, gathering areas, and walking and biking pathways. As envisioned, the Green Loop concept requires significant infrastructure investments, and would result in both short-term and long-term impacts on transportation (for all travel modes), environment and economic development. This research project is a continuation of a previous NITC-funded study. The first study compared the MacArthur Park TOD in Los Angeles to the Fruitvale Village TOD in Oakland. The findings from this new study further validate the key findings from the first study. This new comparative case study analyzed the extension of Los Angeles’ Gold Line into Boyle Heights and the revitalization linked to Boyle Heights due to two TODs built in that neighborhood. Existing data collection methods are mostly designed for videos captured by stationary cameras and are not designed to follow cyclists along a route or to integrate other sensor data. The goals of this research are: a) to develop a platform to collect naturalistic video bicycling data, b) to develop a methodology to integrate video data with other sensors that measure cyclists’ position and comfort levels, and c) to apply the platform and data collection methodology to a real-world route. As the city begins to re-evaluate its transportation systems to encourage more travel by buses, trains, and bikes, we want to explore what is the current parking situation by the city of Portland. Despite its importance, temporal measures of accessibility are rarely used in transit research or practice. This is primarily due to the inherent difficulty and complexity in computing time-based accessibility metrics. Estimating origin-to-destination travel times that include the “last mile” of travel between the transit network and actual start and endpoints of the trip is technically difficult. Not only do such estimations require multimodal network structures, they also require detailed knowledge of transit schedules and sophisticated algorithms for calculating shortest paths using such inputs. The Oregon Department of Transportation collects data on the performance of the highway system by sampling traffic volume, vehicle classification, truck weights, pavement conditions, etc. The selection of efficient and accurate locations for collecting data is important. This report addresses the larger sampling problem by focusing on locations for collecting truck weight data. Sites selected for weight-in-motion/automatic vehicle identification (WIM/AVI) within the Crescent/HELP project are assessed to determine their locational suitability for truck weight data collection. Oregon Health and Science University is a microcosm of the 24-hour city, and it’s essential that patients, employees, students and others have safe and convenient 24-hour access to its medical campuses. Access to and from the main campus is always complicated, but even more so at night. The Night Access Plan lays out a strategy to make getting to and from OHSU at night and early in the morning safer, more convenient, and affordable.

Interest in counting bicycles and establishing nonmotorized counting programs is increasing, but jurisdictions still struggle with how to integrate bicycle counting into standard practice. In this paper, the authors share findings and recommendations for how to minimize error for bicycle counting from tests conducted in conjunction with the Oregon Department of Transportation. This research studied three types of off-the-shelf pneumatic tube counters for counting bicycles, including equipment from five manufacturers: two bicycle-specific counters, three varieties of motor vehicle classification counters, and one volume-only motor vehicle counter. This research aims to fill gaps in existing multi-modal performance measures for transportation and land use systems:

  1. As a supplement/replacement of traffic-centric measures such as LOS, travel delay;
  2. Recent federal and state legislations put more emphases on using of performance measures in transportation planning & operation: MAP-21, Oregon Job and Transportation Act (OJTA);
  3. Existing performance measures for transportation and land use systems, although now numerous, have their own limitation (Table 1), and leave important aspects and policy areas uncovered, for example, the balance of transportation investment between different modes and across geographical areas as mandated by OJTA
