Over the past 25 years we have witnessed declining federal investment in affordable housing at the same time as there has been growth in low-income households. During this same quarter of a century we have seen a shift from a national "War on Poverty" to federal policies that treat poor adults and children as hopeless, undeserving citizens. In this new era of fiscal constraints there is no talk about meeting basic nutritional, housing, health care, and educational needs. The Ellen Wilson Dwellings are currently vacant and distressed. The development was built in 1941 on the site of the Navy Place Slums, replacing inadequate alley dwellings occupied by the poor. Located in the Capitol Hill Historic Neighborhood, the Ellen Wilson Dwellings over the years have become increasingly isolated from the rest of the neighborhood.

The objectives of this policy briefing memorandum are two-fold: first, to review the historical record concerning economic growth policies, particularly those overseen by the Economic Development Administration (EDA), and the experience with block grants for urban economic development; and, second, to discuss new roles the federal government might play in promoting the convergence of these two broad policy areas.

This handbook was designed and developed within the scope of our Planning Workshop class. The Planning Workshop class, a two-term sequence course, consists of second-year graduate students in the Master of Urban and Regional Planning program (MURP) at Portland State University.
