The creation or adaptation of planning tools will in all probability be an integral feature of the future development of social planning practice. One tool that offers a great deal of potential utility if it can be adapted to the constraints of the social planning milieu is matrix analysis utilizing input-output matrices. The specific focus of the proposed study is on the public welfare system of theaged in the United States.
