This Tool Kit provides state and local policymakers with a range of resources and analyses for use during broadband planning. The Tool Kit focuses on the array of grant and other funding opportunities available to states and localities as a result of the Infrastructure Investment & Jobs Act, as well as other pandemic-era stimulus programs. However, the Tool Kit is also useful for broadband planning outside of these specific funding programs. Indeed, the Tool Kit offers foundational planning resources that can be used now and in the future by officials, ISPs, and other stakeholders in the broadband space.

My research focuses on applications of urban agriculture, relationships between Indigenous peoples and community-based agriculture projects, and decolonizing food systems. I provide insight on colonialist tendencies, or ways in which the marginalization of Indigenous peoples is deeply entrenched within government, educational, and other leadership settings, as a way to evaluate and restructure urban agriculture projects to serve, represent and heal Native communities. Conventional urban agriculture has many known benefits, including its capacity for food production; however, the extent to which Indigenous communities participate in and benefit from urban agriculture has not been widely studied. The Latino Action Network Foundation [LANF], its sister organization the Latino Action Network [LAN] and longtime ally, the Fair Share Housing Center [FSHC], have collaboratively monitored affordable housing issues in New Jersey for more than a decade. As part of its ongoing work, LANF sponsored a housing roundtable on September 10, 2021, to assess the affordable housing situation in the state and offer policy recommendations. United States Census data from 2020 show that the country is becoming increasingly diverse and urbanized. Other research shows children are aware of race from an early age and can pick up biases and stereotypes by watching the adults around them. However, there are no children’s ministry curricula that specifically address how children should navigate differences from a biblical perspective. To fill this gap, a children’s ministry curriculum was written to model how children can love their neighbors like Jesus did, especially those who look different from themselves. This case study investigates the lived experiences of eKhenana, a shack settlement under the leadership of Abahlali baseMjondolo, as they attempt to navigate the increasingly unequal urban landscape. The research presented is focused on theories of urban marginality, food sovereignty, and dignity. I advocate that, in the margins, dignity can be restored through the implementation of a communal garden. Presented as a case study, this research centers the voices and experiences of the commune. Homelessness Research & Action Collaborative Publications and Presentations

This study, completed in early February 2022, included focus groups and interviews with 18 government employees and service providers, interviews with 19 people experiencing unsheltered homelessness, a review of research literature and news articles on the topic, and previous surveys and research from Portland State University to better understand gaps and opportunities in providing hygiene, storage and waste management to people living unsheltered.

Does Democracy Justify Zoning?, Michael Lewyn

One common argument for restrictive zoning is that zoning is more democratic than allowing landowners to build what they please. This article critiques that claim, suggesting that free markets are equally democratic because they allow for self-rule. Moreover, zoning is less democratic than other forms of government decisionmaking, because zoning hearings are often sparsely attended, and commenters at public meetings are unrepresentative of the public as a whole.

Environmental justice screening and mapping tools visually depict the distribution of environmental justice burden across a geographic area. How that burden is measured varies according to location—different communities face different challenges, and a mapping tool that represents the landscape of environmental justice in one community may not adequately capture the distribution of EJ burden in another area. Who decides what “burden” means for each community? In this study of environmental justice in New Haven, CT, I argue that it is residents and local community leaders whose perspectives are most critical to how environmental justice is defined.
