The development of Boston's Seaport District will create thousands of full-time employment opportunities over the next decade. To ensure equitable access to these opportunities for Boston's communities of color, it is imperative that organizations offering employment-training programs begin to take these opportunities into account now in their training efforts. The Center for Community Economic Development (CCED) at the University of Massachusetts Boston has prepared this report, The Development of Boston's Seaport District: Employment Opportunities and Community Strategies, as a step in becoming informed about these opportunities.

This study identifies strategies to mitigate the impact of terrorist attacks against the domestic urban environment. It uses multiple qualitative research methods to identify patterns of attack used by terrorists against urban targets in the United States and suggest ways for policymakers to mitigate the effects of a terrorist attack through not only physical, but also organizational, political, legal, and social strategies. It uses case analysis, literature review, and interviews with experts in domestic terrorism preparedness to develop and suggest solutions.

Us Manufacturing Extension Partnerships: Technology Policy Reinvented, Philip Shapira

The US manufacturing extension partnership (MEP) is examined as an example of the new partnership paradigm in US technology policy. The MEP provides technology assistance services, particularly for small and medium-sized enterprises. Influenced by aims to reinvent government and reorient technology policy, the MEP seeks to be comprehensive, collaborative, and demand-driven. However, the MEP’s partnered management style is constrained by political and industrial systems that continue to operate on traditional lines. After probing these tensions, the paper offers insights for the MEP’s future development and for other technology and innovation policies that seek to emulate the MEP’s partnership approach.
